01-30-85 S&W Comm Minutes4:00 P. M. SEWER & WATER COMMITTEE January 30, 1985 The committee_ met in the conference room at City Hall. Present were Chairman Nystul, Committee member Ruiz, Mayor McDowell, DPW Hammer, Water Department Working Foreman • Steve Cox, Surveyor Fred Zavodny, Gary Fetvedt of Davies, Inc. (John Deere) and Brad Miller of Allwest Tractor, also Roger Hopkins DIL. Backhoe Bids Chairman Nystul opened the meeting. DPW Hammer distributed copies of his memo compar- ing the 1985 John Deere and -the 1983 Ford demo Backhoe bids. Day Equipment, the Ford dealer, was not represented at the meeting. Mr. Miller said that although hisfirm did not submit a bid in time, he was interested in sitting in on the meeting. Dis- crepancies in the bids were discussed. Day Equipment did not bid on a new model; the cost would have been $8,500 more than the $35,990 bid on the demonstration model. Chairman Ruiz moved that the bid be awarded to Davies, Inc. This was seconded by Councilman Nystul, who stated that documentation on the bids was sufficient. He sug- gested that a copy of DPW's memo be attached to the minutes of this meeting. Property North of Circle K on Meridian: Tract A, Bertschi Addition C. Nystul announced that City Clerk Halver searched records and it was learned that the Water Department had purchased this lot. Nystul talked with former Water Super- intendent Longpre, who said that the original intent was possibly putting a well there - and tying into transmission main running down Meridian. Now some people ar_e interested in buying the lot. C. Nystul, DPW Hammer and Steve Cox agree that they do notforesee the Water Department needing the 50 x 150' lot for a well site. Nystul proposed that since the Water Department does not need the property, other city departments should be advised that it is available. The area is zoned light industrial. _ City departments will be informed and a report will be made to Council at the next _ meeting. The committee will recommend to declare the property surplus and look at the possibilities for sale. An appraisal will be ordered. WWTP Lab Technician C. Nystul stated that DPW Hammer reports the job vacancy notice was posted, advertised at the Job Service and closed. The five qualified chemists did not fit our needs. Since then, 2 or 3 inquiries have been received from out of town. The position was only advertised locally. It was decided to reject all applications, send the notice back to the Job Service and ask them to advertise in other cities. Finalists from the first advertisement will be invited to reapply. DPW Hammer will check on proper procedure to reopen the job notice. It is hoped to fill this position as soon as possible. Sandy Fellows Trailer Court Extension Request DPW Hammer reports that the lift station previously discussed will be serving two other areas and it would be unfair to charge Ms Fellows the entire cost. Dennis Carver is working on dollar amounts, based on front footage. Hammer hopes to get the cost down to approximately $2,500 per lot. The lift station will eventually be paid by hookup fees. Letters are ready and will be sent to property owners as soon as the cost estimate is received. Financing will have to be a little creative to be equitable. WWTP Delay DPW Hammer reported that delivery of one pump is causing the hold up in the plant be- ing functional. This has been on order but simply has not arrived yet. The manuals have not arrived yet, and even when everything else is operational, we must have the manuals to start operation. Although it appears that the Ford is $9,060.00 less than the John Deere, for the above -mentioned reasons I am still recommending that the City of Kalispell award the bid to John Deere. Finally I spoke with Shop Foreman Dan Gibbs and he feels that maintenance on the John Deere will be easier and less expensive than the Ford., ms K. W. H. LeRoy E. It is my opinion that the bid submitted by Davies, Inc. does meet the bid specifications, while that of Day Equipment Company does not meet the specifications. (John Deere) meeting the specifications and Day Equipment, Inc. (Ford) not meeting the specifications, I offer the following comments: 1) The John Deere provides better operator visibility which should improve the operating safety. 2) The John Deere comes standard with reversible street/dirt pads which flip over in seconds for the proper application, whereas the Ford requires a mechanical changeover, thus, extra trips to the garage. The cost for the John Deere is $45,350-less trade of $3,500, for a total of $41,850. The cost for the Ford is $35,990 less trade of $3,200 for a total "Vacation City"
