SEWER AND WATER COMMITTEE
The Sewer and Water Commmittee met at 4:00 p.m. on this date in the Commmittee
Room at City Hall. Present were Committee members Nystul, Springer and Ruiz. Also
present were Water Department Working Foreman Cox, Surveyor Zavodny, DPW Ken
Hammer and Mayor McDowell.
Nieboer Water Bill Appeal: Mr. Nieboer stated he has two buildings, i.e.,
35 Eighth Street East and the old Chamber Office. He did not realize there was a
meter that could be attached for sprinkling in the summer. He had put a new lawn
in and was watering often. Nieboer called Jeff Hughes and stated he was not aware
of the sprinkler meter and asked if there was anything that could be done. Hughes
told him to write off the sewer charge. When the next two -month billing came, it
continued to be high so he called Hughes again. By that time Hughes had left and
Nieboer spoke with Steve Cox. Cox told him he would look into it and then called
him back to say there was nothing he could do. Nieboer feels that since the meter
was not something he knew about and since they will put a meter on this summer, he
would like a sewer charge reduction on the other property. The figures would be
reduced by $40.00 for the sewer charge and result in a total deduction of $85.00.
The final bill would then be $143.65. Nieboer indicated that if he did not get
a sprinkling meter this summer, he would then expect to pay what he is billed.
DPW Hammer asked Steve Cox to explain the City's position on the continuance of
billing in these cases. Cox's records show that a $66.00 adjustment was made to
the properties. Cox had advised DPW Hamner that this would be a one-time only
adjustment and that a statement to that effect was written on the Nieboer billing.
Chairman Nystul asked that the correct figures be computed and that this appeal
be addressed again at the next meeting. Cox said he would call Nieboer after he
has looked at the papers again.
There was some discussion as to the procedure for adjustment of water bills.
DPW Hammer indicated that adjustments should actually be taken before the City
Council and that the Sewer and Water Committee only makes a recommendaton to the
Council. Chairman Nystul asked that DPW Hammer draft a rule change and bring it
to the Council.
Bids for Backhoe: DPW Hammer indicated he had not had time to prepare a
cost analysis for the various backhoes bids had been accepted from. He stated
that his recommendation as well as that of the Water Department would be to accept
the John Deere backhoe from Davis Machinery. He stated he felt the Ford did not
meet the bid specifications even after an addendum to the bid specifications was
sent out to all parties. Committee member Ruiz asked that DPW Harmer submit a
memorandum outlining the reasons for the choice of the John Deere over the Ford
so that they can be a part of the Minutes of the Sewer and Water Committee and
to also outline the criteria which were not met by the Ford bid. Committee
member Ruiz indicated he was in favor of the John Deere but wanted to have the
appropriate documentation in the Minutes.
Sandy Fellows: Fellows had originally designed a lift station to be located
on her property. It has now become evident that a lift station there is somewhat
shortsighted in terms of the City's long-range planning. Carver Engineering has
indicated that relocation of a lift station other than on Fellows' property
would be more in line with the City's long-range planning. (See attached sewer
system proposal for Woodland Park area.) The Committee directed DPW Harmer to
send letters requesting input from the property owners for an S.I.D. in this
area. Fellows asked that this project move along quickly as she is still having
to empty and haul sewer from her tanks. She indicated it has been over a year
\, since she first brought this matter to the Committee's attention.

RE: SEWER SYSTEM PROPOSAL FOR WOODLAND PARK AREA
The primary objective of locating a lift station to serve
the Woodland Park area, or any area for that matter, was to find
an area that could serve the greatest number of users at the
least possible cost. Essentially, find an area that can serve
the greatest number of users based on a gravity flow collection
system, keeping those physical limitations in mind that can
greatly influence construction costs. The physical limitations
in this area are shallow groundwater and rather unstable soils
that would make installation of deep sewer lines, manholes, and a
receiving well quite costly. Also, a factor in selecting a site
for the lift station was the location of the receiving point on
the City's existing collection system, and the ability of that
receiving point to accept projected sewage flows.
The best location that could be found, with all of the
aforementioned factors in mind, was in the southeasterly -most
portion of Woodland Park. The location is reasonably central to
the greatest percentage of development in the area and is at an
elevation that can accommodate much of this area on a gravity
flow basis without extreme sewer line depths. The rather level
nature of the general area, compounded, -,by the present pattern of
development on dead-end roads, with very few roads that
interconnect with one another, precludes severing the area out to
Collier Lane, and makes taking in much of the area along Caroline
and Zimmerman Roads questionable.

At the proposed location for the lift station, a 6" force
main would transport the sewage to an existing manhole located on
Second Street East, about half way between Fifth Avenue East and
Woodland Avenue. This manhole has an existing 15" gravity sewer
line that conveys sewage in a westerly direction along Second
Street East. Together with being the closest point to the
proposed lift station site, this manhole and outflow line have
the greatest carrying capacity and would best be able to handle
that sewage generated from the Woodland Park Area.
As it is still uncertain how much of the Woodland Park area
will be initially served by a new sewage collection system, three
(3) proposals will be detailed identifying the projected sewage
flow from each service area and the estimated cost of
installation. The third proposal, which includes area outside of
the existing city limits, will not be as specific as the first
two as the exact extent of the service area is not known at this
time. All proposals include a package lift station located in
the southeasterly portion of Woodland Park and a 6" force main to
on existing manhole on Second Street East.
1) PROPOSAL NO. 1 - WOODLAND TRAILER COURT:
This proposal would include theL installation of sewer
lines and manholes to the south end of the Woodland Trailer
Court property on College Avenue. The sewer line would be
available to development on both sides of College Avenue
from that point to Woodland Park. This smaller service area
was included as present problems with on -site septic systems
• at Woodland Trailer Court created an immediate need for

corrective action and existing physical conditions precluded
remedial action on -site.
Projected sewage flow from this service area includes
existing development along College Avenue and Park Hill
Road, plus nearby commerical structures within the city
limits on Second Street East. Also included is the proposed
swimming pool facility and the other restroom area in
Woodland Park.

2) PROPOSAL NO. 2 - EXISTING CITY LIMITS:
This
proposal includes that property presently within
the city limits of Kalispell. Generally, it is that area
along College Avenue, Park Hill Road, and Sylvan Drive.
Again, the proposed swimming pool facility and restroom'area
within Woodland Park are included.

PROPOSAL NO. 3 - WOODLAND PARK AREA
This proposal would include all that area presently within
the
city limits as detailed in Proposal No. 2, and area outside
the
city limits that might gravity flow to the lift station site,
as
proposed. Presumably this would include the area platted as
the
Phillips Addition, which is located west of Woodland Park up
to
the entrance road to the Conrad Cemetary; the remaining
development
north along Woodland Park Drive to East Idaho; the
• Alpine
Trailer Court; development along the south side of Conrad

Drive to Caroline Road; and properly along Lawrence Lane and the
Caroline Roads. Without
northerly portions of Zimmerman and
accurate topographic data, it is impossible to determine the
exact service area boundaries but, with the limited information
that is available, it appears possible to serve the areas
described. Whether or not those areas outside the city limits
would be willing to finance the installation of a sewage
collection system is not known, but the lift station and force
main capacity should be designed to accommodate the sewage flow
from this expanded area.
