05-21-84 S&W Comm Minutes4:00 P. M. May 21, 1984 SEWER AND WATER COMMITTEE 40 The committee met on this date in the committee room at City Hall. Present were com- mittee members Nystul, Springer and Ruiz, Councilman Manning, Superintendent Hughes and Tom Flynn. - Water and Sewer Rates The Chairman raised the question of out -of -city sewer charge as proposed being 200%. Must be able to have a reasonable logic for the charge. Items presented by those pre- sent included that Whitefish, Columbia Falls and Billings charge that amount for out - of -city sewer; there are capital costs we must anticipate assuming the future; the length of the force main without any other users; hook-up fees, etc. Councilman Springer moved the recommendation of the consultant, Tom Flynn, be con- curred with, seconded by Councilman Ruiz. Chairman Nystul not in favor. The Chairman raised the question of the computation of the number of commercial units for a minimum bill. It is difficult for the staff to administer. Mr. Flynn presented some computations indicating that the selected businesses were not all adversely effected. Some were to a small degree. Discussion held. Councilman Springer moved to accept the recommendation of the consultant. Councilman Ruiz second. Chairman Nystul not in favor. Both rate proposals as prepared by Tom Flynn will be presented to the Council to adopt • the necessary resolutions. Job Description Superintendent Hughes presented a job description for another FTE at the Wastewater Treatment Plant. The committee concurred and authorized its posting and filling. Sox 1035 Kalispell, Montana 59901 COGSWELL BUILDING IMLENA, MONTANA 59620 Re: Federal Sewage Works Grant C300263-01 (Step 1) Kalispell, Montana Dear Mayor McDowell: In the very near future, our office will make proposed modifications to the MPDES permit for the Kalispell wastewater treatment facility which discharges to Ashley Creek. This letter provides the criteria or limits we will use in the revised permit. Your consulting engineer has requested this information in order to prepare the final amendment or revisions to the Step 1 Wastewater Facilities Plan. The two effluent parameters which we propose to add in the modified permit are phosphorus and ammonia. Phosphorus As presented in the Strategy for Limiting Phosphorus in Flathead Lake, the department has proposed a reduction in phosphorus discharged from municipal wastewater treatment plants. The proposed phosphorus effluent limit from Kalispell wastewater treatment plant (WWTP) is a maximum of 1.0 mg/l total phosphorus. Ammonia Above certain concentrations, ammonia is toxic to fish. Ashley Creek is - classified as a C-2 stream which states the water quality of the stream must allow for growth and marginal propagation of salmonid fishes and associated aquatic life. The component of ammonia which is critical in establishing water quality criteria is unionized ammonia. The amount of totai ■imonia which remains as unionized ammonia is a function of both temperature and pH. As the temperature and pH rise, the fraction of total ammonia which remains as unionized ammonia increases. AN EQUAL OPPORTUNITY EMPLOYER" Kalispell, Montana C300263-01 (Step 1) May 21, 1984 Page 2 The department is proposing an instream 30-day mean unionized ammonia limit not to exceed 0.10 mg/l and a maximum limit not to exceed 0.14 mg/l. Effluent discharged from the Kalispell WWTP must not cause the instream limits to be violated. Enclosed is limited data compiled by our office to aid your consultant. The city should immediately initiate a program to collect daily temperature and pH data both upstream and downstream of the WWTP discharge. Your engineer needs to determine what portion and at what time of the year the discharge must achieve ammonia reduction to maintain the above instream limits. Our preliminary analysis suggests that ammonia reduction will only be required when the temperature in Ashley Creek exceeds about 150C. Your consulting engineer should carefully analyze instream and treatment plant data to minimize the construction of treatment facilities to meet the limit. We encourage your engineer to work closely with our office to achieve the most cost effective solution while achieving instream limits. If any questions arise, please contact our office (444-2406)..
