05-15-84 S&W Comm Minutes4:00 P. M. May 15, 1984 SEWER AND WATER COMMITTEE The committee met on this date in the committee room at City Hall. Present were commit- tee members Nystul and Ruiz, Superintendent Hughes, DPW Hammer and Engineer Dennis Carver. North Main Sewer Line As authorized by the Council, the committee accepted the staff recommendation for the award of the low bid to Pack & Company. of 1974 Storm Sewer Plan The request by the staff for Thomas, Dean & Hoskins to update their 1974 storm sewer plan was approved. The cost should not be too great because they have all the original com- putations. Water Quality Hearing Superintendent Hughes reported on his attendance at the Water Quality Hearing. He pre- sented our basic statement. Water Line to Heritage Health Center The water line to Heritage Health Center is only required'to be 8". The staff would like a 12" line for future growth. The committee agreed the City should pay the additional cost. • Sewer Line Easement Obstructions The staff called the attention of the committee to easements the City has for sewer lines where the residents, have built fences or landscaped. These are south of Charlotte Street and north of Wedgewood Lane. The staff will write letters advising the residents of the line and the potential for the City to have access to the manholes. Budget The Superintendent stated the elevated tank interior needs painting. it is included in the budget, as is the outside painting. The inside paint is polyurathane. The cost is higher but will .last longer and grafitti can be wiped off. He suggested painting the outside in the design of the Kalispell logo. .Most other items in the water budget will be routine with -more meter replacement. Sewer Budget The acquisition of a TV camera was discussed. Plant modifications will also have to be budgeted for. An additional FTE is required at the,plant. The committee authorized the drafting of a job description. ' Water Sewer Rates The Chairman expressed two areas of concern on the proposed water sewer rates. One is the 200% surcharge.on out -of -city sewer and the other is the multiple charge for com- mercial units. Tom Flynn will be asked to the next meeting so that the Resolution can be passed on at the next Council meeting. _ Meeting adjourned at 5:10 P.M. GN/ms
