02-23-84 S&W Comm MinutesFebruary 23, 1984 WATER AND SEWER COMMITTEE MEETING The Water & Sewer Committee met at 4:00 P.M. on this date in the committee room at City Hall. Present were committee members Nystul, Springer and Ruiz, Councilmen Manning, Schindler and Palmer, Mayor McDowell, DPW Hammer, Water Superintendent Hughes, Finance Director Swanson, Paul Stokes and George Murgel of Stahly Engineer- ing and Mark Weston, Water Quality Bureau, DHES. The meeting was called to give Mark Weston an opportunity to communicate the status of funding and projects to the city. The City of Kalispell is on the eligible list- ing for the present year. The Federal Regulations will change in October so that the 75/25 grants will become 55/45. Therefore, if the City is interested in pursuing any fundable projects, the applications must be in and approved by October. Mark stated that the 201 Plan had anticipated certain additional projects in the plant. The projects in the liquid portion of the plan include headworks structures, a second secondary clarifier, expansion of the aeration and phosphorus removal. The DHES is anticipated to establish phosphorus discharge standards in the next two to four months. Our present discharge is in the neighborhood of 4 to 5 mg./ltr. t The second area of discussion was the amended 201 Facility Plan for Evergreen. It does not affect the proposed projects for the Kalispell plant. Mark and others will meet with the County Commissioners Friday, February 24th at 10:00 A.M. The original 201 plan was in three phases: Phase I - Sludge; Phase II - Up grade; Phase III - Land Application. Mark stated that DHES will not force a city to accept another area's effluent. How- ever, they will fund only the most effective cost plans. Thus, if the amended 201 plan now being prepared concludes that a regional treatment plant is the most econo- mical, then EPA will not fund another plant, for example, for Evergreen. The how to do it will be left to the local decision. It should be noted that the improvements at the Kalispell WWTP-arenot on the same priority listing as the Evergreen system is. Kalispell is on the present funded listing. Evergreen is on the extended priority list - meaning it is approved but no funds have been set aside. DHES foresees some funds being available for this 75/25 match left over from the funded projects. This could be used, for example, on a grant in the Woodland Park- Day's Acres area. Mark foresees the first funding of left -over monies being used in Billings. The question was asked if there would be any 75/25 money for innovative or alterna- tive projects. The answer was that there would be, but that no such projects were anticipated for what was in this area. The question was asked if there was any standard for discharge of storm water. The answer was that there are no permits granted by DHES, although they would be the agency to grant them. There are certain limits on oil and-turbiditybut not on the content of the discharge water. The question was asked if there were any more elements in our WWTP discharge that • standards limiting discharge may be placed upon in the foreseeable future. The
