The Sewer and Water Committee met January 18, 1984 in the conference room at city

hall. Present were Chairman Nystul, Committee member Ruiz, Councilman Manning.
Mayor McDowell, City Attorney Neier, DPW Hammer, Water Superintendent Hughes and Dean
Marquardt and Bob Borden from Green Acres West, and consultant Tom Flynn.
1. Dean Marquardt had previously discussed extending the city water line down
South Woodland to their subdivision. They need additional water for future expansion
and need to know if the city is interested. If the city does not extend it's
water line, the developers will install another well and thus probably preclude
the city expanding in that direction. Dean gave a report on various subdivisions
around the city and their probability of annexing. There was also discussion
of looping the line down South Woodland. The proposal would have the city sell
water to the water association at the standard out of the city rate.
The committee agreed that this would be a major policy decision and would
require a decision by the whole council. The staff is asked to comment on this
and return comments as soon as possible.
2. The sewer line extension was discussed. The preliminary drawings furnished
and approved with changes by the city, did not include a "drainage envelope"
around the sewer lines. The as -built furnished the city shows the drainage
envelope. Superintendent Hughes is concerned about city liability for contamination
from sewerage getting into the drainage envelope and then into the slough.
Dean Marquardt stated the State had approved the plans. Dean is anxious to
resolve the problem. The committee agreed to get back to Dean as soon as
all information had been gathered by the city.
3. Tom Flynn presented the committee with his study of the water and sewer
rates. Essentially neither fund is generating enough revenue for their replacement *+---
fund. The city can raise the rates to generate 12% additional revenue without
a hearing by the Public Service Commission. However, local hearing and notice
is reghired to all customers of the service. Mr. Flynn was asked' to supply
th time table for the necessary steps to implement a rate increase July 1, 1984.
4. Superintendent Hughes asked what the feeling of the committee was to extend
the sewer service to include the area of College Avenue south of Woodland Park.
Residents of the area are interested in obtaining service. The committee
members felt that this was generally a good idea in concept and that service
to much of the area should be considered.
