Prices ranged from $3,000 to $20,000 with two not giving total prices. Those present agreed to wait for the new DPW to see if he could do some or all of the work. B. The Superintendent emphasised the necessity to move forward rapidly to develop and implement a plan for accepting sewage from North Valley County Sewer District. Superintendent Hughes was instucted to call at least two firms for an estimate of cost for them to give us a second opinion on alternatives proposed. 9. The water main project south of llth street was discussed. The chairman will check the statute to see if an S.Z.D. or R.S.I.D. is appropriate. Due to the hour, no other discussion was conducted. 10. Customer Service Water Lines. As previously requested, the Superintendent wants to revert to the policy of the city doing repairs and trenching in the right- of-way. Previous discussion stated that the new DPW should be consulted. As it appears a decision on a Director of Public Works may�be-made, Superintendent Hughes will continue on a case by case basis until a new decision is made. 11. Green Acres Water. Superintendent Hughes stated Dean Marquardt had asked the status of the request to extend water to Green Acres. Those in attendance agreed that the philosophy of extension of city services needs to be established by the �� Council. When that decision is made we can proceed. - 12. The Superintendent presented documentation relative to the dismissal of a water department employee. Meeting adjourned at 5:50 P.M. MONTANA 59E20 1. The air test for short sewer extensions like this one needs to be revised in accordance with Roy Wells January 6, 1984 memo (copy enclosed) 2. If the manhole is to be cast -in -place, a requirement for waterproofing of the exterior must be included in the specifications. 3. A requirement for inspecting the manholes for watertightness is needed in the specifications. The report depicts significant limitations to on -site disposal systems in the Evergreen, Woodland Park, and South Kalispell Areas. As the population in these areas grows, the potential public health will increase along with increasing pollutant loads to the shallow aquifer and the local surface waters. The need for improving the existing method of wastewater treatment and disposal is apparent. When preparing the Final Report to Volume I, please consider the following comments: 1. A general statement from the county sanitarian should be included stating the problems, history, and current practices of wastewater treatment for the study area. This letter will further document the need for improved wastewater treatment and disposal. 2. Review Figure 3-10 and consider modifying the figure to eliminate minor discontinuities. 3. On Page 3-35, the depth to groundwater of seven feet is used as a benchmark or limiting criteria and on Page 5-3 the discussion focuses on a depth of eight feet. Consider using either seven or eight feet in both discussions for consistency, Kalispell, Montana C300263-01 (Step 1) February 1, 1984 Page 2 4. To establish maximum eligibility for federal funds please include two figures similar to Figures 5-4 and 5-5 based on the 1977 population. We are pleased with the progress on the report and will work with the City, County, Evergreen Water District, and your consulting engineer to complete the entire report as soon as possible.
