11-09-83 S&W Comm MinutesThe Sewer & Water Committee met on Wednesday, November 9, 1.983 in the Conference Room at City Hall. In attendance were Chairman Louis Ruiz, Councilmen Howard Grainger, Gary Nystul, Water Superintendent Jeff Hughes, Employees Ron Anderson and Vic Schroeder,, Duane Daubengerger of Hall Perry and Bruce Ward of Flexible Pipe Tool Company, Mayor LeRoy McDowell and City Attorney Neier. Four bids opened at the November 7 Regular Council Meeting for a sewer cleaning machine, and referred to the committee, were discussed. Purchase of a machine was budgeted in the amount of $110,000. Supt. Hughes advised that all of the bids met specifications. The advantages and disadvantages of the various new and used machines were dis- cussed. Machines considered are as follows: Model Firm New Used Vactor Plains Power & Equipment $76,789.00 $85,000.00 Aquatech Hall Perry Co. 88,100.00 Camel Cues, Inc. 96,000.00 114,400.00, also 127,680.00 Myers Flexible Pipe Tool Company 95,000.00 97,500.00 also 90,950.00 City Attorney Neier explained that the law provided the Council some judgement in awarding the contract and that a bid could be rejected even it were the lowest bid. After lengthy discussion of operation and maintenance of the various machines, it was decided that Supt. Hughes, Anderson and Schroeder would formulate their written recommendations and conclusions as to the machine most suitable for our needs and a rationale for the eliminated models. City Attorney Neier stated that letters should be sent to the firms stating why their bid was rejected and that bid bonds should be released to Cues and Plains Power & Equipment Company.
