11-02-83 S&W Comm MinutesSEWER AND WATER COMMITTEE meeting of November 2, 1983. Kalispell City Hall, Conference Room, 4:00 P.M. Present: Louis Ruiz, Chairman, Mayor McDowell, Jeff Hughes. Others Present: Duane Bitney, George Schulze. TOPIC DISCUSSION: North Valley Sewer District. Jeff Hughes submitted to the Committee material he had researched dating back to 1977. Hughes stated the original Resolution (3103) did not address easements but what did come up in Council was the Draft Conditions that were approved by motion. Bitney stated that on the agreement, it states that the City shall grant easements and asked if that was what Hughes was addressing. Hughes stated it is in the agreement and it is in the draft cond- itions, the question is was it addressed as a resolution. Ruiz asked what the present recommendation was. Hughes stated the last recommendation was Bob Hafferman°s recom- mendation to install a trunk collector but Hughes stated his own feeling was since the flow rate had been revised downward we may be able to do something a lot less expensive. Initially we would install a holding tank, as the development continues the tank would become undersized but it would give us a chance to address our alternatives. Ruiz asked what is the plan now to allow them to come on line. Hughes stated the plan was (as proposed) to come through the park, pump up to the end of the alley on First Avenue East and have a holding tank there. Ruiz asked if the developer would put the holding tank in. Hughes stated yes. Schulze asked how long that would give the City. Hughes estimated a couple of years. Ruiz asked if we would still replace the trunk line. Hughes stated he would like another opinion on that. The idea of the holding tank gives us more time. Ruiz stated that if everything was in line and in order, lets go ahead. We do need the City Attorney to give us the green light. -1- Bitney asked when he could expect to have an answer to start. Ruiz stated that the City Attorney would determine if the City Council has to vote again on the easements, if that was the case it would be Monday night. Meeting adjourned at 4:35 P.M.
