10-24-83 S&W Comm MinutesThe Sewer & Water Committee met on Monday, October 24, 1983 at the Conference Room at
City Hall. In attendance were Chairman Ruiz, Councilmen O'Boyle and Nystul, Engineer
Dennis Carver., Developer Duane Bitney,City Attorney Neier, Mayor LeRoy McDowell, Water
Supt. Hughes and City Surveyor Zavodny.
Supt. Hughes stated that the City has an agreement with Mr. Bitney to accept sewage.
It was hoped that services could begin by the first of the year, but Hughes stated that
it would be impossible and asked for suggestions for alternative for a short term
solution.
Mr_. Bitney stated that the agreement was made three years ago, was OK'd by the County
for the Whitefish Stage area and the pipe was purchased by the city at that time al-
though there were not enough users for service then.
Location for trunk collector point, route of transmission from Main and Arizona Street
intersection, pipe sizes and boundaries covered were discussed, as were flow rates
and sewer capacity.
The agreement for connecting to city sewerage system is recorded in the July 6, 1981
City Council minutes. Engineer Carver explained the specific plan to connect and
stated that a collector would be more feasible than reconstructing 1st Alley East.
It was decided that former DPW Hafferman should be approached as consultant to review
the sketches, interpret the agreement and consider options.
Chairman Ruiz stated that we must accept sewage from North Valley Sewer District but
that the Council needs recommendations because of the altered boundary route.
Bitney asked if he could award the contract to Pack & Company at this time, but the
Committee declined to respond to this question. He stated that the contract would
require Pack to restore the area to equal or better.
Bob Hafferman will be contacted and the connection agreement discussed at the next
Council meeting.
A storm drain reported to cut across private property was brought to Supt. Hughes
attention and checked out by the city surveyor. This property is in the 6th Avenue
West area, between 9th and 10th Streets. The problem was discovered when the owner
came in for a building permit. Prior to the meeting, he called to say that the prob-
lem had been taken care of.
Councilman O'Boyle stated that the storm drain problem in this and other area should
be addressed. Councilman Nystul said that a future needs plan should be devised.
There is also a storm drain problem in the Garland Street -Northern Lights Boulevard
area.
Supt. Hughes felt that we should obtain proposals for engineering studies of storm
water management needs and the WWTP and water system energy audit. He asked for in-
put on applying for energy conservation grants and stated he felt a survey was
needed. He estimates $500 for the energy study, this is not budgeted for but it was
felt that consultant fees from another department could be used. He was told to
arrange for both studies.
The deadline for applying for an EPA grant is October 1984. We are eligible for.
75% sewer funding. Supt. Hughes will be outlining needs.

Supt. Hughes requested that Tom Flynn be engaged for a study -this has been budgeted.
Councilman Nystul suggested that Mr. Flynn present a financial statement analysis
to the Council.
The unsigned agreement for Greenacres sewer maintenance easement agreement will be
ready for presentation to the Council for signature at the November 7 meeting.
City Attorney Neier will look into this before that meeting.
Meadowland problems and county involvement were discussed.
