09-13-83 S&W Comm MinutesThe Sewer & Water Committee met on Monday, September 13, 1983 at 4:00 P. M. in the conference Room at City Hall. In attendance were Chairman Ruiz, Water Supt. Hughes, County Commissioners Henry Oldenburg and Ken Krueger, Mayor McDowell, Engineer Dennis Carver, Mr. Bob Monk and other area property owners. Chairman Ruiz stated that the meeting was called at the request of the County Commissioners. Commissioner Krueger explained that the County is working on bids for a water system in the South Kalispell area containing the County Shop, Nursing Home and the Vo Ag Building. School District #5 will be involved for approximately $12,000-$14,000 in this venture. The plastic lines and hydrants listed in the specs conform to City Standards. The culvert has already been installed and river water is being used for irrigation and fire protection at the present time. C. Oldenburg stated that the problem must be addressed immediately. Previous estimated cost was $60,000. Currently the price of the pump is $20,000 and the water line $80,000, per the bid. He requested assistance from the City in' a cooperative effort to honor the bid as the County does not have sufficient funds for this. Bill Russell, who owns a business in the area, :is interested in seeing city water go into the area and feels there will be an eventual demand for it. Bob Monk appeared before the committee in June of this year to request city water for his property. Chairman Ruiz said that the City would be willing to service the area at no cost to the City or to City taxpayers. Supt. Hughes discussed various approaches to hooking onto city lines. If the highway is involved, State approval will be required. Costs of pipe at various sizes, as well as insurance liability were also discussed. Chairman Ruiz stated that we need some realistic figures and not just specula- tion. He asked that property owners work with the County on a proposal to present to the City Council. He indicated that the City would be willing to work with the group. He is concerned about the use of septic tanks and stated that the city was a water and sewer utility; within guidelines we have a responsibility to provide that service.
