Present were Mayor McDowell; Councilmen Ruiz and O'Boyle; Director of
Public Works Hafferman and Water Supt. Hughes.
Bob Monk appeared to request city water for his property adjacent to the
City Airport. There is a small line from the armory well to the ballfields,
but this would not be enough for this request.
Director of Public Works Hafferman stated it would require an 81, line. A
1211 line should be constructed with the City paying the difference. This
would allow for future expansion. Future users could pay Mr. Monk and the
City.
Mr. Monk stated that he is acceptable to a waiver of protest to annexation.
The ballfields would not be changed because they are valuable property and
may be moved.
The distance is about 2400 ft. from the armory well.
Councilman O'Boyle reminded the committee of the request from Flathead
County for city water. Presently they are putting in a line using river
water for protection to the vo-ag building and County Nursing Home until
such time as they get city water.
Jay Billmayer, Engineer, stated that Greenacres residents are working on a
water line to come down either Woodland or Willow Glen Drive. The lines in
Greenacres are up to standard, line on Kelly Road is not. They are planning
duplex units which will require a large water line.
Councilman O'Boyle stated he saw no problem with MT. Monk's request.
Councilman Ruiz asked Mr. Monk to go ahead and work up a proposal with waiver
of protest to annexation and S.I.D.1s.
Mr. Billmayer requested sewer service for South Gate which is located south
of the City on Highway #93. The State is concerned about health problems.
They will pay all expense for a lift station, lines, easements, manholes, etc.
Everyone will be on a meter.
Hafferman will write a letter to Councilman Ruiz, stating the conditions for

an agreement to extend the sewer line to the area. Then the State will have
to give their approval. There will be in excess of 200 users. Sewer fees will
be assessed as hooked up.
Director of Public Works Hafferman asked that the Sewer & Water Committee adopt
a resolution approving his revision of city standards and general design. He
has updated several portions of the old resolution. Committee agreed.
Director of Public Works asked that the Sewer & Water Committee direct City
Attorney Neier to prepare an easement to be signed by BNRR to allow a sewer
trunk line to be constructed across railroad propoerty at 3rd Avenue W. N.
Committee agreed.
Hafferman presented a request from 6th Avenue West water line users who are
outside the city limits, for a new 81, water line. Smith Valley Volunteer Fire
Department will pay annual fee for fire hydrants. This requires a joint
resolution with Flathead County. No decision from the committee.
The Hardy Cross study is complete and awaiting computer printout. They will
then know where repairs are needed in the water lines. The City should also
be looking for a new well site.
Recommended to engage Tom Flynn to do a water rate study, then keep internal
records.
Grant has been allowed for construction at wastewater treatment plant so we
will have a working plant. Total cost will be about 2.1 million. It will take
500 working days to construct. Committee agreed to recommend to the Council
that the Mayor be authorized to sign the grant agreement and proceed.
Application is being made for funds from the Jobs Bill in the amount of
$250,000. Probably project is to install a new sewer main from Center to
4th Street down First Alley West and resurface the alley. Also resurface a
portion of Montana Street.
One bid was received on S.I.D. #336 construction and came in $2,256.30 over
bid. Committee will go back to developer and see what can be worked out.
