05-09-83 S&W Comm MinutesSEWER & WATER COMMITTEE 3:30 P. M. MONDAY, MAY 9, 1983 CONFERENCE ROOM Present were Mayor McDowell; Councilmen Ruiz, O'Boyle, Nystul; Director of Public Works Hafferman; Water Supt. Hughes and Oscar Olson. Councilman Ruiz presided. Discussion on request of Oscar Olson to take over his water system in Sunset Addition. The area covered starts at Three Mile Drive and extends past Hilltop Avenue to Northern Lights Boulevard. Approximately 50 homes are involved. Mr. Olson's wells do not service the area well enough in the summer and he has asked that the City take over. Hafferman stated that he and Supt. Hughes have looked at the system. The pipe looks good. Now would be a good time to take over so that a replacement fund can be started. We will first do a pressure test on the line. Question asked about liability if we subjected it to a 250# test and something blows. Mr. Olson stated that the City did provide water from our system for two months while his pump was being repaired and there was no problem. Committee felt there should be an agreement in case a line blows. Lines are large enough. It would be our responsibility to provide water for hydrants, but not fire protection. Mr. Olson was asked if he is considering annexation as the area is an island. Mr. Olson replied that he did not know if the residents want to annex or not. He was asked if he had considered selling the system to the residents. He replied that he would rather give it to the City than try to sell to the residents. Property owners are afraid of unforeseen expense. Councilman Nystul stated that he felt the residents should be given a chance to know of the situation and give their input. Committee agreed. Councilman Nystul moved that a letter be drafted by City Attorney Neier, stating the proposal, giving a date for a public hearing and mailed to each water user. Seconded by Councilman O'Boyle. The letter will address the water system and possible annexation. Motion carried. Councilman Ruiz presented a letter from the Flathead County Commissioners. (Letter attached. As there are questions regarding choice of Engineering Firm to do the study on our grant, Councilman Nystul moved that we reply to the letter, acknowledging its receipt, but discuss the situation further before drafting the InterLocal Agreement. Seconded by Councilman Saverud. Carried. Meeting adjourned at 5:10 P. M.
