Tuesday Conference Room March 15, 1983 Present were Councilman Ruiz, O'Boyle and Palmer; Mayor McDowell, Director of Public Works Hafferman and Water Supt. Hughes. Councilman Ruiz presented the following items for recommendation: 1) A request by Director of Public Works Hafferman to amend Rule XV(2) of the Rules and Regulations for the Water Department in the seventh line of the para- graph to insert the following between the words "located" and "where": in a horizontal position and Recently a water meter was installed in a vertical position by a contractor and this is not recommended by the manufacturer. Committee agreed to recommend passage of a resolution to amend. 2) The Committee agreed to recommend changing paragraph of the Policy on Connect- ion to Sewer Department Mains by Residents Outside the City Limits which reads "The Bond shall be either in cash, a certified check made payable to the City of Kalispell, or a Certificate of Deposit made out as "City of Kalispell or XYZ" to "City of Kalispell and/or XYZ". This can be done by a motion. 3) Section 12 of Ordinance #1002 now reads: SECTION 12. PROHIBITION OF CLEAR WATER CONNECTIONS. No person shall make connection of roof downspouts, exterior foundation drains, areaway drains, or other sources of surface runoff or groundwater to a building sewer or building drain, which in turn is connected directly or indirectly to a public sanitary sewer. Recommend: Amend Section 12 of Ordinance #1002 by adding thereto: A charge will be placed on existing structures and paved areas which collect sur- face runoff or groundwater and discharge the same through piping which connects directly or indirectly to a public sanitary sewer pipeline or appurtenance. Said charge shall be known as the "Combined Sewer Charge". The charge will be by a formula based on area, measured volume and charged at the sanitary sewer rate per 1000 gallons. It is the responsibility of the property owner to provide a device, satisfactory to the Director of Public Works,for metering the volume of ground- water collected. The amendment will also include the method of charging and collecting. Discussion was pro and con - on new buildings and existing structures - effective date, etc. Councilman Ruiz will put on the floor for discussion by the Council. 4) Director of Public Works Hafferman presented the following addition to Rules and Regulations for the Sewer Department for discussion and recommendation: Rule XVII. Determination of Connection Fee. For the determination of the connection fee for structures other than single or multi -family dwelling units, the number of equivalent living units will be based Page 2 SEWER & WATER COMMITTEE 3:45 P. Tuesday on the following criteria: Ci-vnin+-Yn Motel, hotel Restaurant Store Service Station Office Building Conference Room Unit Units Seat Toilet Room Each 100 square feet March 15, 1983 Equivalent Living Units 1/4 1/12 1 2 1/20 Structure of a type not listed will be rated by the Director of Public Works for their equivalent living units. The total "living units" shall be calculated for the structure, and the connection fee to be charged shall be the larger amount of either the water meter size or the number of living units, as shown in the Sewer Rate Schedule. Committee agreed to recommend passage of Resolution to amend. 5) Water Supt. Hughes asked the Committee to approve a request to ask for an easement from BNRR for a 12" sewer line. Probable location would be at 3rd Avenue West. Director of Public Works explained the present lines and proposed lines. Councilman Ruiz will present request to the Council. Councilman O'Boyle stated he would be pushing for a crossing between Main and Fifth Streets. Supt. Hughes reported that all wells are working and in good shape for summer. Summit Ridge needs a standpipe. Final billing for the Hardy Cross Study will not be approved until everyone is satisfied. Director of Public Works Hafferman reported that Mark Weston, EPA Helena, called him this week. He is optomistic about the grant and should know if it is approved in Washington within a week. They may approve it but deduct $150,000 because of the suit with Purifax. If we hear by Monday, the Council may be asked to authorize going to bid. Meeting adjourned at 4:45 P. M.
