11-03-82 S&W Comm MinutesSEWER & WATER COMMITTEE MEETING 4:00 P. M. Wednesday, November 3, 1982 Conference Room, City Hall Present were Mayor McDowell; Councilmen Ruiz, Nystul, Saverud, Grainger and O'Boyle; Director of Public Works Hafferman and Water Supt. Hughes. Mr. Jay G. Miller, 175 Two Mile Drive, addressed the Committee with a request for city sewer service. The drain field for his septic tank is plugged and his tank has to be pumped out every few days. He lives just outside the city limits, but there is a sewer line close. There is not enough area to construct a new drain field to meet County health specifications. Discussion on requiring a cash bond to insure that Mr. Miller will annex after he receives the sewer service. D of P W Hafferman recommended a written policy statement and cash bond along with a waiver of annexation and future S.I.D.'s. Mr. Miller asked if the cash bond could be in the form of a CD that would draw interest. There was no objection to this. CD would be made out to City of Kalispell and Mr. Miller. It was recommended that Mr. Miller contact his neighbors between his property and the city limits and ask if they would be willing to annex so that we do not annex an island. This was agreeable. Committee agreed to furnish sewer service immediately upon receipt of a $300 cash bond, signed waiver of annexation and the start of annexation proceedings, hopefully with a bigger package of all property owners between Mr. Miller and the city limits. Meeting adjourned at 4:45 P. M.
