Present were Mayor McDowell, Councilmen Nystul, Ruiz, Vidal; Director of Public
Works Hafferman, Water Supt. Hughes and Tom Flynn
Purpose of the meeting was to discuss whether or not the Council should purchase
a sewer cleaner. Originally, it was in the budget, then cut out to balance the
sewer budget.
Director of Public Works Hafferman explained that it is really an urgent need. Twice
in the past few ,years we have expended thousands of dollars to hire the cleaning.
If possible, all -sewer lines should be cleaned once a year. Mr. Hafferman presented
some figures showing that if we could purchase the cleaner now we could pay for it
in 6 annual payments of $26,000.00. The figures showed that with anticipated sewer
hook-ups and by establishing a fee for roof drains that are allowing rain water to
enter the sanitary sewer, we could pay for the cleaner.
Councilman Nystul stated that for future and some past expenditures, we are going
to try to sell a $900,000.00 bond issue and he thought it better to include the
price -of the cleaner and sell a $1,000,000.00 bond issue.
There was also discussion of borrowing from the Sewer Capital Improvement Fund if
the present debt for the Big "A" is paid off from the bond issue.
The Committee decided to assume we are going to purchase a sewer cleaner and that
the notices for the public hearing for the sewer rate raise read not to exceed
$1,000,000.00. This would then include funds for the cleaner.
