Present were Acting Mayor O'Boyle, Councilman Ruiz, Grainger, Saverud, Palmer
and Nystul; Finance Director Swanson, Director of Public Works Hafferman, Tom Flynn,
CPA Tom Torgerson and Water Supt. Hughes.
Discussion on 1977 water well still not working - air in line. Director of Public
Works Hafferman drew diagram to show the different problems with the well and the
line. Hafferman stated that he and Water Supt. Hughes have been running tests each
day to determine what can be done to alleviate the problem. They have now made
a decision and have ordered parts.
Some of the Council Members stated they thought the problem had been resolved some
time ago and were not aware that it was not working. Councilman O'Boyle asked
Hafferman to report back to them in one month and let them know if there is still
a problem.
Discussion on Hardy -Cross Computer Analysis. Discussion on hiring Thomas, Dean &
Hoskins to do an update on a similar study they did in 1972. Hafferman favors
Billmayer because he has worked with the University and has done a study for
Lewistown and he feels Billmayer will do a much better job for the City.
the water or sewer departments
Tom Flynn explained that you cannot operate/at a loss and pick it up next year. If
we do not raise the sewer rate by 12% and reduce the budget by $112,000.00 we will
be operating at a loss this year. Also, he has received word from the bonding
company that if EPA grants us a loan for the treatment plant, they will probably
buy the bonds for our share of the project. Mr. Flynn pointed out that it is such
a big job to send notices, hold a public hearing and go through the motions for
an increase that we just as well figure what it will take for the bond payments
and ask for an increase to cover everything at one time.
Councilman. Nystul, Finance Chairman, stated that we could amend the sewer budget
by cutting out the proposed new line on 9th Avenue West ($90,000.00) and this still
leaves $22,000 to cut. The line item on Capital Outlay of $36,500.00 will be cut
completely; line item on Consultants will be reduced by $81,000.00.
Discussion on Administrative Transfer. Recommendation to cut that line item in
half - $25,900.00.
Councilman Ruiz moved to recommend to the City Council that the sewer budget be
reduced $116,000.00. Seconded by Councilman Saverud. Carried.
Councilman Ruiz moved to recommend that Finance Director Swanson review
Administrative Transfers in all funds and report back by the first week in December.
Seconded by Councilman Saverud. Carried.
Councilman Ruiz moved to recommend to the City Council that we decrease the
Administrative Transfer in the sewer fund by 50% ($25,900.00). Seconded by Council-
man Saverud. Motion carried.
Water Supt. Hughes received permission to bring another type of sewer cleaning
equipment in for a demonstration.
Water Supt. Hughes reported to the Committee that the Equity has two accounts. On
one account a smaller line and meter was installed last January. We should have

been adding three zeroes to the meter reading and we have been adding four. We
now owe Equity about $10,000.00.
Members of the committee stated that they have a well which has never been metered
so that they could be charged a sewer fee. We may be able to compromise a figure.
Until they meter this pump, do not adjust their account or refund any money.
Supt. Hughes asked if it was o.k. to shop for a truck for the meter reader. There
is $4,000.00 in the budget for this purpose. Councilman Ruiz told Mr. Hughes to
go ahead and shop.
