PARKING ADVISORY BOARD
May 14, 1990 4:OO PM Conference Room/City Ball
Attending: Chairman Gordon Pirrle, Steve Cooney, Gary McCarthy, City Clerk Any
Robertson, Police Chief Ad Clark, Mayor Hopkins and Parks Director Mike Baker.
Parking Tickets/City Lot Leases
Array Robertson presented printouts showing the revenue generated to date stating that
it looks good as far as what was budgeted and what has come in, however, there's been
$4,000 more spent than has come in, pulling the PAB that much in the red. She also
staled It is time to order more parking tickets and they will come to $3,000. There was
discussion of ways to generate more revenue. The city parking lot leases are being
renegotiated at a 50-50 split. (City Attorney Neier Is In the process of writing them now)
After much discussion the Board agreed to raising the price of parking tickets from
$2.00 to $3.00 in the parking lots and dropping the "{f paid within 24 hours " from the
tickets. If the process of sending a post card/reminder In the mail stating "your fine
now $5.00"can be eliminated legally. Eliminating the process of sending the post card
will save considerable administrative tirne and cost.
There was discussion on complaints about not enough permit space sold in some of the
lots and Board members felt the permit space sold should be raised to 80% per lot.
Gordon read a second letter from Francis Bltney asking for signage to be changed in his
lot (KM lot) to read: "Public Pay Parking, 2 hour limit, Mondays thru Saturdays". lie
also asked that a second ticket be given if offenders then continue to park for two more
hours while bearing a ticket. The Board asked the secretary to send a letter to Mr.
isBitney slating the signage would be changed, and after discussion they agreed that
tickets should be 'stacked' in the KM lot if Council approved.
The Board unanimously agreed on a four point 'package' recommendation for the
Safely Committee to review and recommend to the Council that will increase revenue
and alleviate the problem of not enough permits available in some lots. Those four
points are as follows:
1) change city lot lease agreements to a 50/50 split between owner and city
2) Increase permit price to $15.00 per month in First Federal, Eagles and O'Neil
lots
3) Increase permit space available to 80% in leased lots
4) raise parking tickets in lots to $3.00. delete "if paid in 24 hours" from
tickets, and eliminate sending reminder post card slating cost is $5.00
TIF Budget
Mike Baker gave (lie Board members an update on work done and yet to be completed in
the parking lots. There is $28,645 remaining in this fiscal years budget to complete
work. The request for $85,000 to purchase lots 11 & 12 In Block 47 was dented by T1F
Committee at their last meeting, however Mike has asked for $18,000 In funds in his
budget request to put lighting and Improvements In lots for FY 90-91. There is also
$258,000 of Parking Commission TIF funds in the FVCC properties that will be
returned to the PAB upon sale of college properties which must used for land
acquisition for off street parking.
Gordon reported to members that he has materials donated by Plumb Creek to install a
skateboard ramp. Location and liability were discussed as well as participation by
parents to construction it.
