March 26, 1990
ATTENDING: Chairman Sandy Schindler, Councilman Duane Larson, Councilman Gary Nystul,
Coun�man Lauren Granmo, Animal Warden Mike Hall and Chief Ad Clark.
CHAIRMAN SCHINDLER opened the meeting and invited the Animal Warden to address
a requested change in current City Ordinance.
ANIMAL WARDEN MIKE HALL introduced the concept that new dog tags should be good for
a year from the date of purchase rather than the existing ordinance which requires the
dog licenses to be renewed by March 31st each year. He also felt that the new system
would be more cost effective than the present way of pro -rating.
Discussion regarding this issue.
C. SCHINDLER made a motion to recommend this change be implemented and will bring it
before the Council. Committe members concurred.
The Safety Committee reviewed a proposed ordinance prohibiting skateboarding, rollerblades,
roller skates, coaster or scooters upon certain public right of ways in certain areas of
the City of Kalispell and private property where signed. This ordinance would cover
schools in the City limits under Subsection (C), but would not prohibit skateboards on
•the sidewalks of those schools unless the school is located in certain downtown areas as
defined in Subsection (D).
Discussion and a recommendation to change the northern boundary of Subsection (D) which
is basically the northern limit for 1st and 2nd Avenues East and West from Center Street
north to Idaho Street.
Committee members agreed to moving the boundary north to include Idaho Street.
C. SCHINDLER motioned to accept the modified ordinance and recommend it for passage at
next Council meeting.
C. NYSTUL seconded motion. Motion passed.
CHIEF CLARK discussed the 30 minute parking signs presently erected at the corner of
numerous intersections..
C. NYSTUL asked if these corner spots required an ordinance.
Committe discussion followed.
C. LARSON recommended that Chief Clark discuss the situation with the Parking
Commis on and report back to the Safety Committee.
C. SCHINDLER introduced a discussion regarding the truck traffic on East Oregon Street
. and stated that he had received several calls of concern.

Discussion followed regarding existing truck Ordinance 17-121 which addresses
axle weight or load, but doesn't specifically prohibit truck traffic.
Committee recommended that East Oregon and 6th Ave. East North be signed "No
Thru Truck Traffic". The consensus was to recommend this at the next Council Meeting.
CHIEF CLARK advised the Committee that Officer Roger Krauss was the candidate for
t e empty Sgt. slot. The selection criteria was reviewed and the Chief asked for
and received Committee support.
C. NYSTUL expressed concern about a speeding problem on Hwy 93 North (Buffalo Hill
area . He suggested that the Police Department look into obtaining larger speed
zone signs. He also wanted the Police Department to talk to the Hiway Department
regarding citizens concerns of vehicles being parked on the lawns during the Fair
(7th Ave. West North).
Discussion regarding whether the affected property was boulevard or private property.
