02-26-90 Safety Comm Minutes0 SAFETY MEETING MINUTES February 26, 1990 ATTENDING: Chairman Sandy Schindler, Councilman Duane Larson, Councilman Gary Nystul, Councilman Lauren Granmo, Chief Ted Waggener and Chief Ad Clark. C. Schindler opened the meeting at 0700 with a discussion of recommendations from the parking Advisory Board. The Parking Advisory Boards' recommendation was to respond to the three (3) business firms concerned by letter. The first letter pertained to making the Norwest Bank lot a permit lot and to remove the eight (8) meters. The low number of meters did not justify the repair and maintenance. The letter also outlined the City's plan to enter into new agreements changing all leases to a 50-50 split and raising permit prices in these lots. C. Larson made motion to approve sending the letter. C. Granmo seconded the motion. Motion approved. Discussion regarding the second letter to Murphy, Robinson, Heckathorn and Phillips. The law firm has asked the City to lease their lot immediately north of Blake Hall. The letter from the City offers to lease on a 50-50 basis with permits at $12.00 per month. The Advisory Board is reviewing all City leases this spring and will probably recommend a raise in permit prices and changing the 70-30 split to a 50-50 split. Motion made and seconded (names unavailable due to change tape in recorder) motion approved. C. Schindler discussed the third letter to Bitneys and it was decided that the issue of an expired lease would be remedied during the course of renegotiations this spring. C. Schindler expressed concern about the number of complaints being received on skateboarders. He wanted to know the status of an ordinance proposal in the City Attorney's office. Chief Clark commented that Glen was studying a proposal and he would check with Glen. Committee discussion regarding skateboarders and a discussion to address it at next council meeting to allow public input. Chief Clark expressed concern over the fact that the Police Department currently has one of its six (6) shifts operating without a Sergeant. This gives the City increased liability exposure for failure to adequately supervise. Chief Clark recommended promoting the Acting Sergeant to Sergeant status. This can be done with our existing budget and at no increase in manpower. Committee discussion with each member supportive of recommendation. C. Nystul proposed bringing the matter before the council on March 5th, 1990 and the appointment could follow on March 19th. C. Larson expressed concern about pedestrian congestion around Peterson School. Committe discussion about problem and possible remedies. C. Larson suggested it would be wise to incorporate any needed changes with the Meridian road project. The possibility of some kind of a cooperative effort with the school may be possible. C. Larson introduces a discussion regarding the new trend to have miniature pot bellied vietnamese pigs. Decision made not to do anything until a need to do so has been identified. C. Nystul questioned if the new police cars had arrived yet? Chief Clark replied that they had not. 0 -2- 0
