SAFETY COMMITTEE 5:00 P. M.
Present were Councilmen Schindler and Saverud, Police Chief Ad Clark, Mayor Ed
Kennedy and Roger Hopkins, DIL.
Chief Clark gave an overview of his philosophy on promotions in department or-
ganization. He talked about the polygraph needs and possibly using Sergeant Dick
Stotts after his retirement. He has put some of that in his budget for that purpose.
He also thought we should consider someone going to polygraph school so that we would
have an in-house polygraph man.
Chief Clark discussed the DUI Program and has budgeted $10,000 for that program
from General Fund monies. He explained that the program would bring in $18,000 in
fines, so would well pay ,for itself. It is uncertain at this time whether we will
get any DUI money from the state.
The Chief also budgeted for some .223 rifles for emergency technique, using
training budget money for that., He stressed that this is not a SWAT type thing, but
for emergency situations only. -
Chief Clark went through portions of his budget and the programs that he has
requested that he sees a need for in the Police Department. There was considerable
discussion about programs, promotions and organization. The committee pretty much
wnet along with his philosophy and has some ideas that would help him achieve his
goals. Clark strongly expressed the computer needs and that was discussed at length.
The meeting adjourned at 6:45 P. M.
