10-17-89 Parking Comm Minutes0 Parking Commission Meeting October 17. 1989 4:00 PM City Hall/Conference Room Attending: Chairman Gordon Pirrie, Collin Wills, Steve Cooney, Rick Warneke, Gary McCarthy and Police Chief Ad Clark. The Committee discussed at length the traffic and parking tickets that are being dismissed and the need for a temporary prosecutor to help follow through on them. ONeil Parking Lot After discussing the new lot, number of spaces, type of parking (i.e. permit, timed, meter, etc), Gary moved to recommend to Mayor and Council to make the lot permit only at $12 per month, Colin seconded, motion carried. Gordon asked the secretary to call Pacific Power and let them know they will be able to purchase as many permits as they wish, however, at this time it is on a first come first serve basis. The commission and police department would like to work out a system whereby permits could be purchased for a three month period at a time as a billing system may not be feasible at this time. • Third & Main Parking Lot Committee discussed what the proceeds from the sale of the lot would go for and asked the secretary to consult Ed Gallagher of Community Development. It was surmised that the money could only be used for purchase of more off-street parking as that was the Intent of the bond issue when the monies were allocated to the parking commission in 1985. The members also wondered if there would be a time limit to expend any proceeds should the lot sell. Gordon asked Chief Clark if he knew the status of the lights that were sent to the city for First Alley West project at the wrong size. The commission hopes to purchase them at reduced rate and use them in outlaying lots. Chief Clark said he would look into it. Gordon asked Colin if he would like to be a member of the Advisory Board when the Mayor appoints members. Colin said he felt they needed some 'new blood' on the Board and declined. Gordon then thanked him for his dedication to and efforts on behalf of the Parking Commission. The members then left to conduct a windshield survey of the existing parking lots in the Central Business District to update themselves as to what is available and the condition of all lots. Meeting adjourned at 4:50 PM.
