09-19-89 Parking Comm MinutesParking Commission September 19, 1989 4:00 PM Conference Room/City Han Attending: Chairman Gordon Pirrie, Cohn Wills, Gary McCarthy, Steve Cooney, City Clerk Don Halver, PWD Ken Hammer, Police Chief Ad Clark, Assistant Chief Don Hossadc, Metermaid Almarie Heknetag, Mayor Ed Kennedy and Nick Haren. Budget: Don Halver passed out budget sheets and explained them, stating that the projected 89- 90 budget will fall about $15,000 short. Don Hossack passed out sheets showing the parking lots, income from them, number of permits sold, etc. There was discussion of the loss of revenue, some of which is caused by unpaid tickets and the loss of six parking lots in the past few years. Those present discussed the parking district which was established years ago and assessed when revenue was down, and the possibility of expanding it. Although it was not a favorable solution, the members agreed it should be looked into. Chief Clark stated that when Almarie has to come inside to cover for lunch breaks to sell parking permits she doesn't just lose one hour, but a whole 'cycle' of ticketing. Gordon asked Almarie if she had any ideas or insight into if or where there could be more permits sold. She stated she felt enforcement of the tickets would help a great deal and that the lots are full during the school season, but not during the summer. The members discussed the use of a temporary prosecutor, which they had suggested some time ago, to pursue the unpaid tickets. Mayor Kennedy stated that the Council did not seem interested when it was discussed. Chief Clark stated there were over 1800 metermaid tickets and 300 At and officer written tickets dismissed in the past few years, amounting to over $82.000 In lost revenue. The commission discussed the possibility of getting help from the tax increment fund to help . off -set the loss of revenue and asked the secretary to consult with Ed Gallagher of Community Development on the issue. O'Nell Parking Lot: PWD Ken Hammer staled that the council had rejected the bid from Pack 61, the lot construction. He said Public Works had been given the go ahead to do the lot and lie planned to start tomorrow (Sept. 20th). A-1 Paving will do the paving and if they leave town before it is finished, the county has enough hot mix to finish the job. There was discussion of the twelve (12) incorrect size light poles that were shipped to the city for First Alley and parking lots. Gordon asked if they could be purchased at a reduced price (as discussed with Mayor Kennedy previously) and used in some of the outlaying lots, such as the Bowling Alley and Plaza West. Mayor Kennedy stated he had not heard from the company yet but that was a possibility. Members agreed it would be a good idea. Steve Cooney stated that the Eagles parking lot was looking very nice but he was concerned about a hole left as far as liability to the City. Ken stated that had been filled with gravel. Gordon asked Ken who, if anyone, was utilizing most of the garbage bins behind his building. He doesn't need them and is planning some remodeling so would like them removed. There was discussion of the garbage bins behind First Avenue West and the need to place all receptacles behind enclosures for aesthetic purposes. The commission members and others present discussed the need for a map showing all the parking lots in the redevelopment district, both in hand-out size for the public as well as a large map for the conference room so members could easily view areas discussed at meetings. This will be pursued as soon as possible. Parking Commission Status: Mayor Kennedy slated the Council had asked the City Attorney to draft the appropriate documents to change the status of the Commission to Advisory Board • so non -city residents can be appointed to the Board.
