• PARKING COMMISSION MEETING
City Hall September 20, 1988 4:00 PM
MEMBERS ATTENDING: Chairman Gordon Pirrie, Bob Ivey, Steve Cooney, Gary McCarthy,
Chief Ad Clark and Ed Gallagher of COD. Howard Fryett arrived at the close of the
meeting.
1. O'Neil property - Nothing yet, Colin Andrews is not going through with it and
the other interested parties have not made any decisions yet.
2. Chairman Pirrie asked Ed if the bond monies could be 'earmarked' for other
properties just in case the college bond issue does not pass in November.
Ed stated if the college goes through, we're in good shape, if not we only
have 5 or 6 weeks, and there is nothing else we can do, we did this in good
faith and can't go out and make other commitments. C. Pirrie stated that if
the college doesn't go he thinks the commission should go for the Montana
Hall property. He has talked to Bill Cooper and he stated the school district
would like to move the Linderman students up to the Junior High and let the
college buy Linderman,then the parking commission buy Montana Hall and turn
it into parking or sell it back to the college, or work something so they
could build a highrise and keep it right downtown. Hopefully the bond issue
will pass. Gary McCarthy discussed his talk with B. Cooper about the parking
commission purchasing for $150,000 to $200,000 6 city lots, abandoning the
alley by Montana Hall and the phone company. Gary stated that was just their
• estimate, and there would have to be an appraisal, etc. His estimate came to
about 22,500 sq ft. That now furnishes 48 parking spaces, and another 70
or 75 when its developed.
Steve Cooney asked the status of Blake Hall, whether or not it would remain
standing or come down. C. Pirrie stated the TIF will buy that building and
the commission will buy the back half from Sterling Rygg property south.
Then that gives the college $300,000 + in cash that they can purchase the
new property. The college will use the existing buildings until they can
build. C. Pirrie feels the commission should make a proposal to the school
board for $150,000 because the demolition will cost, possibly around $70,000.
Ed discussed his conversation with Mae Nan Ellingson of Dorsey Whitney, who
feels it would be better to purchase the property on Main as it is a prime
corner and hot conducive to parking, With the other half of the block, possibly
we could put it all together. The city could purchase at least two buildings,
looking at the rest, and with the whole 42,000 sq ft, then there is a half
block plus 7,000 sq ft for redevelopment. Ed stated that the monies made
from selling the purchased land to a developer would go back into redevelopment.
3. Ed stated that the conduit will be going into 1st alley now and if a commercial
structure comes in at the lots later, the conduit is there, even if it should
remain parking the improvements can come in later. Jay Billmayer assured
Ed the conduit is going into what is now the O'Neil property.
• 4. Gary McCarthy is concerned that we have other options if the college bond issue
doesn't pass. Gary agreed to talk to Bill Cooper again, and maybe follow it
up with a letter later. Gordon suggested he offer them $150,000.

5. Eagles Lot has been paid off now with monies from TIF cash flow. There
is over $10,000 left in that line item as the early payoff eliminated
some of the interest.
There was much discussion of parking meters, how much the Parking Commission
should allocate in their budget, repairing or purchasing new, etc. Chief Ad
Clark will do some checking into how many are in stock and if they're new or used.
There being no further business, the meeting adjourned at 4:55 PM.
