ATTENDING: Gordon Pirrie, Colin Wills, Chief Ad Clark, Jay Billmayer and Bob
Stauffer of Billmayer Engineering and Kevin Calnan of Main Street Realty and
Architect Ken Williams.
Chairman Pirrie opened the meeting and turned the floor over to Kevin Calnan
who is representing Colin Andrews in the O'Neil property purchase. Kevin stated
that Mr. Anddrews has a buy/sell for $125,000 on the property located at 424
South Main, however his purchase is contingent upon the City of Kalispell
buying the South 50 feet (lots 7 & 8) of the property (without improvements)
for parking. This would provide 20-25 parking stalls. Parking regulations
would be met unless the building was expanded sometime in the future. The City's
cost for the property would be $52,500. C. Pirrie stressed that the building
owner would be responsible for upkeep of landscaping, etc.
There was lenqthy discussion of landscaping, ingress and egress to parking lots,
curb cuts (already there) and possible lighting. Jay Billmayer stated he would
get cost estimates for lighting as well as paving and curbing expenses before the
next meeting. Jay also suggested that the site grades could be set to drain into
the alley, as the sewer line is not extending that far south from First Alley W.
project. C. Pirrie also stated that the building owner be made aware that it
will be a joint venture with the owners for lighting, etc, with a cost of about
$5,000.
Commission members asked secretary to submit recommendation for purchase of O'Neil
property to City Development Committee, who will in turn recommend to Council.
Kevin Calnan will get signatures of Commission members not present on the recom-
mendation before next committee meeting.
Jay Billmayer passed out a handout sheet with cost estimates for lights / poles
for the city lots as requested by the commission last meeting. There was much
discussion of wattage of lights, color, and the need for bright lighting to
discourage loitering in lots at night. Chief Clark stated that the better the
lighting, the less problem with loitering. Colin Wills stated he was opposed to
trees in the lots as they promoted crime. It was decided to intall light bases
adequate for larger wattage, however, smaller bulbs could be used if need be.
Chief Clark said he would do some filming of lighted lots to show on video the
difference in lighting (brighter, yellow verses white, etc).
