PARKING COMMISSION 4:00 P.M.
Chairman Pirrie and Commission members Colin Wills and Howard Freyette
in attendance. Police Chief Stefanic, Ed Gallagher and Calvin Beringer from
Kalispell Center Mall also present.
KALISPELL CENTER MALL LEASE LOT - Chairman Pirrie explained that Calvin
Beringer was present to discuss the leasing of 65 parking spaces to the City
at the east end of Cavanaugh's lot. Three signs would be needed to designate
the area as lease parking. The college appears to be using the area heavily
at present. The Parking Commission will furnish the signs, will charge $5.00/
month for permits, and there would be the standard 707/30% split with the
Mall receiving 70% of the income. A diagram will be drawn up by the Mall
showing the specific spaces to be leased. The City Attorney will draw up
the lease and send it to Billie Cordes at the Mall before March 1. The Mall
will put a diagram of the lease lots along with an information sheet on the
vehicles now using the spaces during the week before March 1. Window hanger
tags will be used to show which vehicles have permits. The City will enforce
the leased area, the Mall will be responsible for the rest of their area.
Mr. Beringer stated that the Mall is preparing their own form of a ticket
for those abusing the. parking. The point was made that"the image of thr
mall is a touchy issue and problems will have to be handled with care. The
Mall will do the snow plowing of the lease portion of the lot. There was
additional discussion of enforcement. The mall can make some special arrange-
ments to bring someone in in the morning to patrol the area and if additional
• enforcement is needed they could do more.
BURLINGTON NORTHERN LOT - The Commission agreed to look closely at the
figures in March. It the $500 lease is not being met they will either offer
the normal 70i/30% split of income or will cancel the lease. There was a
question of whether more advertising was needed, as there are spaces available
that are not being filled. The college has done a good job of advertising
for the students.
SIGNAGE DIRECTING TO PARKING LOTS - The problem of no left turns was
again raised, but it was felt that specialized signs could overcome that
problem. DPW Hammer and the State Highway Department are to be asked about
hanging signs on the traffic arms. A news release will be prepared which
will include specific information on lots available, with perhaps a map included.
Gordon Pirrie will approach the Inter Lake about space.
FIRST FEDERAL LOT - Lease spaces will be made available in this lot.
This will be included in the advertising. The Commission will request permission
from the Council to put a sign on the adjacent building indicating that lease
spaces are available.
AUTHORITY FOR RAISING PARKING LOT RATES - Clerk Halver questioned the
raising of the Tripper lot rent. Mr. Trippet had talked wtih Bob Ivey, who
talked with the Chief. He didn't have a problem and neither did Chairman
Pirrie, so the Chief went ahead with it. The Commission felt that in the
future the best procedure would be for all requests for rate changes to go
• through the Commission. Lease holders will be notified.
PURCHASE OF COLLEGE PROPERTY - Howard Freyette said that he would be
approaching individuals soon so it was good to know that the Parking Commission
may be interested. The area involved includes six 25' lots between the theater
and the old Rygg Ford building.
