10-07-86 Parking Comm MinutesOctober 7, 1986 PARKING COMMISSION 2:00 P.M.
Chairman Gordon Pirrie and Commission members Collin Wills, Austin Miller,
Ed Myers and Bob Ivey in attendance. Mayor Kennedy, Chief Stefanic, Ed Gallagher,
Tom O'Neil, Phil Neuharth, Dave Melrose of KOFI, Ross Simpson, and Roger Hopkins
of the Daily Inter Lake also present.
While waiting for the meeting to officially begin Chief Stefanic shared
some mail received concerning parking and parking violation responses.
BURLINGTON NORTHERN LOT - Gordon Pirrie stated that he had talked with
Jim Cook and he had agreed to lower the proposed charges for the lot from
$1200/month the first year to $800/month, with $1200/month for the second
year. The Parking Commission would be required to make all improvements as
necessary. The question to the Commission was: Will the lot raise $800/month?
Cancellation terms are 30 days for either party, so if it didn't work there
is the option of cancellation. There are about 50 vehicles parking there
now and would be more except the Loading Dock has them towed away, although
that is all BN property so they have no legal right to do that. Mr. Pirrie
suggested that they start with charging $5.00/month and overselling the spaces
15-25%._ Mr. Miller felt there was no way it would raise the $8.00._,, he problem
of no summer usage was discussed. The question of liability was raised and
the suggestion made that the lot be left as is and let people park as they
have been, but the Mayor stressed that the City needs to keep a good relation-
ship with BN. Mr. Pirrie said he had offered to have the Commission make
the improvements and turn all receipts over to BN, but that offer was turned
• down. It was decided to offer BN a proposal that the Commission could live
with: $300/month for 12 months, to be reviewed and extended after the first
year. The Parking Commission would make all improvements. The permit fee
would be $8.00/month, and the lot will be permits only. Upon further examination
it was found that costs for making the lot acceptable would be only approximately
$2,000. Lighting will be looked into.
CHAMBER OF COMMERCE PARKING LOT - Nick Heron came in with a parking ticket
and requested parking spaces set aside for employees. The Commission felt
that special treatment would not be fair to other businesses. Mr. Pirrie
will talk with Mr. Heron.
FIRST FEDERAL PARKING LOT - Meters will be put back on all the post: and
half of the spaces will be leased out on a monthly basis for a trial.. The
rental is $20.00/month. This will need to be monitored and if leasing half
the lots is too much the number will have to be cut back. Individuals will
be informed that this lease situation is on a trial basis.
PROPOSED O'NEIL LOT - Tom O'Neil and Phil Neuharth presented the proposal
as described at the last meeting. Ed Myers stated that his initial reaction
was that there was not a high need in that area and he still felt that way.
Because the pivotal time for the College is November he felt that it would
be premature to make a decision at this time. Austin Miller stated that most
downtown spots are not large enough to build on and provide parking as well,
and this piece is. He felt that the Commission didn't have any real choice
• when a large piece and the funds to purchase it are both available. The overall
need is to provide parking and to encourage business - if someone needs it
in the future it could be re -sold, and in the meantime it would provide parking.
Mr. Pirrie didn't feel that the outcome of the College would change the needs.
The Commission members agreed that the price was right at $1350/stall, but

the discussion then returned to the theme of the need for enforcement rules,
which in turn create a need to off-street parking, and the need for a second
meter maid and vehicle. Chief Stefanic was asked to obtain a copy of the
Missoula Parking Ordinance and prepare a proposed ordinance for Kalispell
"with teeth" by the next meeting. Suggestions made included a $10 fine for
parking violcations on Main Street, two hour parking in a bigger radius to
force employees and employers into lots, an ordinance covering college students,
a $50-$100 fine for removing the meter maid's markings or moving a vehicle
one space. Austin Miller made a motion to purchase the O'Neil lot but there
was no second as several Commission members wanted to study it further.
AGENDA FOR NEXT MEETING - The meeting agenda will include the removal
of the remainder of the parking meter bases, the search for a source of funding
for more two-hour parking signs, and signage that would show arrows pointing
to parking at the nearest lot. Austin Miller made a motion to change the
meeting time to 4:00 P.M. and the motion was seconded and passed.
