4:00 P.M.
Ed Myers, Bob Ivey, Harry Farrington and Austin Miller in attendance.
Ed Gallagher of Community Development and Roger Hopkins of the Daily Inter
Lake also present.
BURLINGTON NORTHERN LOT - A diagram showing the area, square footages,
possible parking spaces available and costs for 1" of gravel was provided
by the Public Works Department (attached). The proposed rough draft of a
lease from Burlington Northern indicated that the lease would be from month
to month and could be canceled with 60 days notice. One million dollars
in liability insurance would be required and the space for the amount of
rental monies required was not yet filled in. After discussing the costs
for improvement Austin Miller asked how the Commission could spend the $41,000
with ciffy a 60 day lease when it would require three years of space rental income
to break even. Mr. Miller called Jim Cook from the meeting and discussed
the lease and the needs of the Commission and dtermined from that conversation
that "substantial rent" was expected. Jim Cook will be in town on Thursday
and Friday. Ed Myers will meet with Ken Hammer to see if costs for improvement
of the lot can be cut and will meet with Jim Cook and see if an agreement
for no rent and a one and a half year lease can be worked out. The Commission
members present felt that those conditions were the only way that this project
would be feasible.
O'NEIL LOT PROPOSAL - Ed Myers presented a letter from Phil Newharth
• of Re/Max (attached) proposing the sale of eight 25' contiguous lots fronting
on 1st Avenue West and 5th Street for $135,000. The lots would be clear
of all buildings and fences. Austin Miller stated that he had talked to
Mr. Neuharth and Tom O'Neil earlier in the day and had been told that the
price was $187,000. When he responded that the Commission couldn't do that
Mr. O'Neil responded with $135,000 and the right of first refusal for 5 or
10 years. The Commission discussed the need for parking in that area, the
use of other lots in reasonable proximity, and the need for getting tough
with on -street parkers before the lots would fill up. Austin pointed out
that you can't get tough with the on -street parkers until there is a place
for them to go, and also that buying this lot at the offered price would
be a good investment and if it didn't work well as a parking lot it could
be resold. Ed Myers said he would not opt to spend money in this area but
rather on the 1st Avenue East side. It was decided to table this for the
time being to have opportunity to think about it and look around.

As you are chairman of the parking commission, I would like you to
present this letter to the parking commission. I represent the
O'Neil Corporation in the sale of their commercial property on
the 400 Block of 1st Avenue West. It has been brought to my attention.
that the commission might be interested in property.
After consultation with the O'Neil's, they asked me to draft up a
proposal to submit to the commission.
They would like to sell the property which consists of 8-25' contiguous
lots fronting on 1st Avenue West and 5th Street for $135,000.00.
O'Neil's will have the land cleared oc all the building and fencing.
After doing a comparative market analysis on what has sold in the down-
town area we think that the price being offered is in the market value.
