September 9, 1986 PARKING COMMISSION 2:00 P.M.
• Commission members Ed Myers, Colin Wills and Austin Miller in attendance.
Mayor Kennedy, DPW Hammer, Ed Gallagher of Community Development, Police
Chief Stefanic, Hank Good, Roger Hopkins of the Daily Inter Lake and Dave
Melrose of KOFI also present.
BURLINGTON NORTHERN PARKING LOT - This is the area located on the north
side of the Chamber of Commerce. The attached letter from Glacier Park Company
was presented by Ed Myers. DPW Hammer agreed to work up a rough layout of
space arrangement. It was felt that a light coat of gravel would take care
of possible mud problems. The Commission felt that permits should be sold
to defray expenses and that the lot should be ready for the September 29
opening of the college. The Parking Commission will deal directly with Jim
Cook of the Glacier Park Company to work out details regarding liability.
The lot would be open to the entire public - not just college students. After
some discussion it was decided that permits should be sold on either a monthly
basis ($10.00) or quarterly ($25.00). The quarterly system would ease the
work load on the Police Department selling the permits and the price break
would provide an incentive. The college could offer permits during registration.
Access would probably be from Main, 3rd Avenue and the Loading Dock,
but not through the Chamber parking lot. DPW Hammer pointed out that the
Highway Department will have to grant approval for access from Main Street.
• The terms and conditions of permits needed a quorum so it was agreed
to meet at 4:00 P.M. on Tuesday, September 16, in the hopes that the later
hour would allow more Commission members to attend.
PARKING NEEDS OF SOUTHEAST AREA - Henry Good listened to the above discussion
and commented that as a former member of the Parking Commission he would
like to remind them of the need for improved parking in the southeast portion
of the downtown area. He pointed out that a professional survey done in
the late 1970's showed the southeast area as the highest priority for parking
needs. Colin Wills said there are 900+ spaces short in this area. Trippet's
lot and the O'Neil Lumber land were both discussed as possibilities.
QUORUM PROBLEMS - Austin Miller asked if the Parking Commission couldn't
be restructured so that a quorum was more readily available so that things
could be accomplished. The suggestion was made that the Commission be reduced
by one member so that the quorum would be three, the usual number of members
present. Mayor Kennedy suggested making a member of the staff a voting member,
or replacing members who were unable to attend with those who would be able
to take an active roll. It was agreed to try the 4:00 P.M. time frame to
see if that would help the problem. Austin Miller made a motion that the
secretary be made a voting member to solve the quorum problem but there was
not a second. Mayor Kennedy was asked to check on the procedure for adding
to or changing the make-up of the Commission to solve the quorum problem.
REPAIR OF FIRST FEDERAL LOT - The dip in this lot is the cause of alot
of grief in the winter time when moisture collects and freezes. DPW Hammer
• stated that to have the Street Department jackhammer the area out, fill it
with gravel and repave it would cost less than $1000. In defense of the
Street Department budget he asked that the Parking Commission reimburse the
Street Department for the costs and the Commission agreed.

Re: Interim Parking Depot Area (Third Avenue East at Griffith Field)
Dear Ed:
I believe that we will be able to work out an acceptable arrangement with the
Parking Commission for a temporary surface parking facility behind, the depot
building. It will be necessary to protect the interests of adjoining ground
lease tenants and the Burlington Northern Railroad operating right-of-way, by
installing appropriate physical barriers to restrict points of ingress and
egress. The construction, maintenance, operation, and liability respon-
sibilities of the parking lot would be assumed by the City.
Regarding our ongoing discussions for development and/or interim uses at the
northeasterly corner of our project property, the concept for a municipal
parking facility on Griffith Field has merit. However, a pedestrian con-
nection between Griffith Field and Depot Park through the center of our
outparcel must be approached with caution. We want to minimize the potential
for claim exposure on the railroad operating property and our tenants' prop-
erties. Frankly, we would prefer a sidewalk route along Third Avenue East to
Center Street and the college campus and annex buildings.
On my next trip to Kalispell we should plan on an informal work session to see
what kind of interim parking arrangement is possible. Depending upon other
project scheduling, I intent to be in Kalispell in mid September. I'll call
you when the schedule is firm. In the meantime, you may find the enclosed
outparcel lease sketch and outparcel survey helpful in estimating the "parking
space" available at the north boundary of the Depot Building parcel.
