03-18-86 Parking Comm MinutesAL March 18, 1986 PARKING COMMISSION 2:00 P.M. Colin Wills and Ed Myers of the Commission present. Mayor Ed Kennedy, Police Chief Stefanie, and Councilman Palmer also in attendance. JIMMY'S WELDING - Request that the City paint the curbing yellow to alleviate the problem of parked vehicles blocking the access. Mayor Kennedy and Police Chief Stefanie are to check out the problem and make a recommendation. FORD BUILDING/REMAX CENTER - Scott Hollinger from Remax presented a proposal concerning parking. Lorge and McClarty own the lots presently where the old M&M Building stood. Mr. Hollinger stated that Remax will be remodeling the entire Ford Building and he presented two views of the proposed parking lot on the M&M site, one with 22 spaces and the other with 19. His two proposals were: 1) Remax will purchase the lot and make a private parking lot for their own use, retaining the priviledge of omitting the parking at a later date and building on the lot, or 2) City purchase of the property and improving into a parking lot, with Remax guaranteeing 100% occupancy. This would in turn provide guaranteed parking for the future. There was discussion of the cost (approximately $8.00/sq. ft. or $50-60,000), the grandfathering in of the Ford building regarding parking, the time --factor (Remax would like a decision as soon as possible). The Commission members who were present (not a quorum) leaned toward not being involved because they felt it was not the best return on their money. They decided to table this until the next meeting because of the lack of quorum. C. Palmer suggested that Scott Hollinger talk to Ed Gallagher of Community Development concerning a possible loan for purchasing the lot. ELROD SCHOOL CROSSWALK AND SIGN REQUEST - A letter requesting a sign and crosswalk was presented. The location would be 6th Street West and either 3rd Avenue West or 2nd Avenue West. Chief Stefanie stated that a guard is the only solution. The point was made that the High School area is besieged with traffic control now. Someone said that in Missoula the College was given policing authority with the City collecting the fees. It was also pointed out that there was a need for caution because a crosswalk may make children feel that it is a safer place to cross when without a guard that is not the case. Those present decided this was not a Commission concern but would be sent to the Public Works Committee. OUTDOOR ART SHOW (COLLEGE)/MONTANA HALL PARKING LOT - Ed Myers requested permission for the college art department to use approximately half of the lot on Saturday, May 31. There was concern that telephone operators would be using leased parking that day. This will be checked out before a decision is made. CITY HALL PARKING LOT/NEED FOR ADDITIONAL EMPLOYEE PARKING - A letter from Clerk Halver was presented with a suggestion for using the whole south side of the parking lot for reserved spaces for City employees. C. Palmer suggested that most of those listed didn't need their vehicles during the day, the City was here to provide service for it's citizens, and that the • employees should rent space in the Methodist Church parking lot, where there is always space. Mayor Kennedy felt that the department heads should be shown the courtesy of a parking place, but some others present disagreed. It was agreed to bring this up when there was a quorum. A map showing the availability of parking is to be presented at that time. There was a suggestion PARKING COMMISSION • March 18, 1986 Page 2 that the criteria might be that those who were reimbursed for the use of their private vehicle or were provided with a City vehicle be provided parking spaces, but no one else. The first concern should be for the public. TOM KASENA - C. Palmer mentioned that he had met this gentleman and that he had some good ideas concerning leases and different parking concepts, and a good approach to problem solving. He requested that a meeting be set up with Mr. Kasena on April 8 and that all interested council members be invited. He agreed to check with Gordon Pirrie to see if that date would be acceptable and to notify the Council. ajg E 0 • • CITY OF KALISPELL DON HALVER, CLERK/TREASURER�I� TO: Mayor Kennedy DATE: January 30, 1986 SUBJECT: City Hall Parking lot Here is an analysis of the parking lot on the_North Side of City Hall. This lot presently has 18 spaces, 14 metered and 4 reserved for city use. Also, one of the metered spaces is designated for handicapped parking. The average monthly income per space from July 1, 1984 through December 31, 1985 was $10.30. If the existing meters were converted to permit use the income per space would be at least 12.00 per month (based on comparable current rates). Here is a list of City Hall Employees who might be interested in parking in this lot. We could do a survey and see how many are actually interested. Maybe a price of $20.00 per month instead of $12.00 would reduce demand to the number of spaces available.
