• July 14, 1989 7:00 A.M.
Present at the meeting were Councilmen Atkinson, Nystul, Gunnerson;
Mayor Kennedy, Parks Director Baker, Jeanne Parson, Bill Goodman and
Davar Gardner.
SOCCER LEASE
C. Atkinson opened the meeting and requested an update from Mike
Baker regarding the proposed soccer field. Baker said he had met
with Max Whittington at the site to take measurements for fencing
and soil samples. He said there would be approximately 1200-1300'
of fencing needed, 800' for the east end of the runway and 400' for
the north side. There is a 100' buffer zone between the soccer
field and the runway.
Jeanne Parson asked if everyone had looked at the lease agreement.
She asked why we need a fence parallel to the runway now when there
was never one required in previous years. Bill Goodman asked why
the Soccer Ass'n should be the ones to provide the fence. He said a
drift fence is a waste of money as kids can just walk around it.
C. Nystul said we are putting 900 kids in an area within 100' by the
runway. Mr. Goodman asked if he was worried about the standpoint of
safety or liability. C. Nystul and Gunnerson agreed it is a liability.
• Mr. Goodman asked about the feasibility of an electric fence, stating
it would be less expensive and more effective. There was some
discussion on that.
Jeanne Parson stated she felt the City should be responsible for
putting in the fence or at least share the cost.
C. Gunnerson said he felt the City has a responsibility to the youth
in the City.
C. Atkinson asked the Committee if they felt they should give the
Soccer Ass'n the go ahead to start leveling and planting grass? He
said he would feel more comfortable if C. Furlong were here regarding
the agreement.
There was more discussion regarding the fence and the City sharing
the cost of the fence. It was agreed that the Soccer Ass'n provide
the fence parallel to the runway and the City provide the "wings"
(150' north and south in a westerly directior). Mike Baker said his
department is not in the position to provide dollars but could
provide labor. He stated later that he would work something out on
the "wings".
There was a short discussion on the possibility of using Lawrence
Park. Baker said it is too expensive to develop for an athletic
complex.

MOTION: C. Nystul recommended that the Committee present the lease
agreement to the the Council July 17th for approval. C. Gunnerson
seconded. Upon a vote the motion passed unanimously.
AIRPORT LAND
C. Atkinson read a letter from Davar Gardner offering the City
$40,000 for the 2; acres for sale on Airport Road. He wishes to
build a storage facility on the property, which would require changing
the zoning to I-1.
Mayor Kennedy said the property had been appraised last year at
$50,000.
There was a discussion on the zoning, to change it would require a
change in the Comprehensive Plan and it would have to be put before
the City -County Planning Board.
C. Gunnerson stated he is in favor of the sale. C. Nystul said he
has no problem with the storage buildings but he does have a problem
with selling the property for less than appraisal.
Davar Gardner stated he had gotten a bid on leveling the property,
it would cost him $24,500.
Mayor Kennedy advised that the people from a senior housing firm
were also interested in the property.
C. Nystul recommended we investigate the zone change further. C.
• Atkinson stated he agreed with C. Nystul about not selling the
property for less than appraised value. He said we should see if we
get an offer from the senior housing firm. Davar Gardner stated
that if the senior housing got it, the property is not taxed.
MOTION: C. Nystul recommended the Committee put Gardner's offer on
hold for two weeks to give FRDO a change to look at the zoning and
also to see if we get an offer from the senior housing firm. C.
Gunnerson seconded. Motion passed unanimously.
OTHER
C. Nystul stated he had heard there was a Visual Approach Slope
Indicator available for the airport and requested Mike Baker to
check with Lee Tower on it.
There was a discussion of the hangar being built on the west side of
the airport. It is on private property. C. Nystul asked if they
were paying a rental fee, Mayor Kennedy advised the property owner
is paying $25 a a year. C. Nystul requested Mike Baker make it his
project to see that the City does get rental fees.
Mike Baker requested a meeting with the Committee soon to talk about
the Parks Budget. He stated the Kubota tractor needs to be repaired
or replaced; repairs would run anywhere from $700-$1200, to replace
it would cost $12,500. He said he is also requesting a pool blanket.

• Baker advised the swimming pool had brought in $29,000 in June.
