PARKS COMMITTEE
The meeting was held in City Hall Council Chambers at 4:00 P.M. Attending
were Chairman Manning, committee members Palmer and Nystul, Mayor Ed Kennedy
Norman Lewellen with plans for a proposed park for handicapped, Mrs. Bunny
Wilder, Dr. David Downey and Richard Kuhl, representing Friends of Lawrence
Park, Dale Haarr and Mike Burr of the Golf Association, Roger Hopkins of the
Daily Inter Lake and Parks Director Drent.
HANDICAPPED PARK:
Norman Lewellen presented a proposal to set aside a part in the west side of
Woodland Park to build a trail with picnic benches, etc. and parking for
handicapped. Funding would come from a drawing with a wood carving as grand
prize, donated by Mr. Lewellen. Architect Bruce Lutz is working on a
design.
The committee agreed with the concept. Mr. Lewellen will attend the next
meeting and will have a more detailed plan at that time.
LAWRENCE PARK:
As requested by the committee at the March llth Parks meeting, Parks
Director Drent presented a resolution drawn up by City Attorney Neier
regarding the development of Old Lawrence Park and explained the proposal
again.
The Golf Association representative protested the Parks Department use of
the area north of the fence. The Association is currently drawing up plans
for nine additional holes, which might include part or all that area. A
discussion followed as to why the fence was put there and whether the area
was under the control of the Golf Association.
Both the Friends of Lawrence Park and the Parks Director opposed the
position taken by the Golf Association. The Association representative
requested that the committee postpone introducing the resolution to the City
Council until they can present their plans.
Parks Director Drent voiced his opinion that it should be up to the Council
to tell the Golf Association what land they can use in fairness to the
Association, the Friends of Lawrence Park and Drent himself, before the
Association makes any plans and he requested that the committee take the
resolution to the Council.
No action was taken, however, and further "debate will be held at the next
committee meeting" of April 16th at 4:00 P. M.
TENNIS COURTS
L. E. Courts of Billings ($8,736.00) and Bauer Preventative Maintenance,
Kalispell ($8,475.41), submitted quotations for resurfacing tennis courts at
Hawthorn and Northridge Parks. As L. E. Courts provided a more detailed
quotation and was more experienced in resurfacing courts, the committee
authorized the Parks Director to sign their contract. The need for
• turnstiles after repair was discussed and Drent was instructed to have them
installed.

GRIFFIN PARK
The need for authorization to call for bids after the passage of the
ordinance for Griffin Park was discussed. Chairman Manning will bring this
to the Council and ask for authorization for Phase I:

WHEPEAS, the City of Kalispell has exclusive ownership of certain
real property commoply `known as Old Lawrence Park which is more
particularly describbd as follows:

Bounded on the East' and North by the centerline of the
Stillwater Rive , bounded on the West by the toe of the bank
and on the Sottejh by the North line of the SE4, SE4, SE4' of
Section 6, Township 28 North, Range 21West,Principal Meridian,
Montana.

WHEREAS, the City, is desirous of rehabilitating Old Lawrence Park
and restore the area' to a more natural state, and
WHEREAS, the City's attempts to fund improvements to Old Lawrence
Park through the IEand and Water Conservation Fund have not been
successful, and

WHEREAS, a group of citizens has organized a non-profit corporation
known as the Friends of Lawrence Park and has volunteered to contribute
. services to the City in an effort to rehabilitate Old Lawrence Park,
and
a
WHEREAS, the CitylPaxks Department as part of a prior grant application
has compiled a list of needed restoration measures, many of which
might be suitable to be undertaken by a volunteer organization, and
WHEREAS, the City Parks Department has prepared a site plan of a
restored Old Lawrence Park which is attached hereto as Exhibit "A",
and
WHEREAS, the City feels that volunteer assistance is needed if the
City is to eventually restore and rehabilitate Old Lawrence Park.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL:
SECTION I. That the City Parks Department is hereby authorized
to undertake the rehabilitation of Old Lawrence Park by
improving road access, building a parking area with rock
barrier, constructing a pavilion, erecting a playground with
equipment and benches, leveling and reseeding, and cleaning
and installing a drain line on approximately 10 acres of the
Park.
SECTION II. That the City Parks Department in undertaking
• the reha ilitation of Old Lawrence Park is authorized to use
volunteer labor, assistance and contributions in conjunction
with general resources available to the Department to
accomplish the project.
SECTION III. That the rehabilitation of Old Lawrence Park
shall generally follow the concept as set forth in the attached

SECTION IV. That the rehabilitation of Old Lawrence Park
shall not interfere in any way with the current operation of
the Kalispell Golf Course, including the use of a "green"
• which abuts 'the natural area in the northern portion of Old
Lawrence Park.
