03-11-87 Parks Comm MinutesJ R, 0 March 11, 1987 PARKS COMMITTEE MEETING The Committee met in the Council Chambers on this date, in attendance were Chairman Manning, Member Gary Nystul, Parks Director Pieter Drent and Richard Kuhl, representing Friends of Lawrence Park. The following items were discussed: T-9 Due to an error in accounting, the cost of the ornamental street lights in Depot Park was not deducted from the Grant from Burlington Northern ($12,159.00). There will be no funds available for the proposed sidewalks from that fund which is now overdrawn. Parks Director Drent is to get the exact figures to take to the Finance Committee. Uptown KaUstpeJ,l—Treee Discussion of a letter received from the Kalispell Development Corporation regarding the maintenance of uptown trees. This will be referred to the Shade Tree Commission for discussion at their next meeting. Parks Director Drent reported that the floors at all three small pavilions in Woodland Park are rotted out and the roofs also need repair. There are 40 sufficient funds in the Revenue Sharing Parks Improvement Fund. The Parks Department will make the necessary repairs. The Chamber of Commerce will furnish new fixtures and paint for the restrooms with installation to be done by the Parks Department crew. Lawrence Park Parks Director Drent informed the committee that there will be no funds available from the Land 6 Water Conservation Fund until 1989 at the earliest. He was under the impression that the city could reapply for the grant in 1987 but due to changes in the rules this will not be possible until next year. Drent proposed to use whatever city resources, volunteer labor and donations that can be had from Friends of Lawrence Park and other sources. He wants to start on the project by establishing the proposed new road and parking area, building the rock barrier and removing the fence at the north end of the park. The plans of the Golf Association, if any, for the north part of the park in future expansion of the golf course and the need to compromise were discussed at length. 9 -1- City Attorney Neier will prepare a resolution for the restoration of Lawrence Park in cooperation with the Parks Director. This will be discussed at the next committee meeting. The question of insurance for volunteer workers in Lawrence Park was brought up by Richard Kuhl. It was his opinion that it would be best for the Friends of Lawrence Park to obtain some kind of insurance. Mr. Kuhl will look into this and check back with City Attorney Neier.
