10-08-86 Parks Comm MinutesOctober 8, 1986 PARKS COMMITTEE 3:30 P.M. IsChairman Manning and Councilmen Palmer and Nystul in attendance. Mayor Kennedy and Parks Director Drent also present. LION'S PARK - The Lions appear very interested in doing something in Lion's Park and will meet with other Lion's organizations. A master plan is needed. There is already a donation of a drinking fountain. SIGN POLICY - The Committee asked that C. Grainger be contacted regarding a signage policy from his committee which would include regulations for a reader board for non-profit signs as well as signs in general. The Committee asked that the ordinance dealing with -signs on public lands be made available for the next meeting. TREE ORDINANCE - Parks Director Drent went over some changes and particular points. The Committee did not feel that a public hearing was necessary. The Shade Tree Commission will be an advisory board only. The Committee will recommend to Council the adoption of the tree ordinance. DISCLAIMER/PARKS RULES - The proper procedure to minimize liability was discussed in light of the Capes case, as well a`s the -problems with policing. After discussion is was decided that the City Attorney should update the Parks rules and add a non-discrimination clause, and that copies should be sent to every individual and organization making a reservation. • LAWRENCE PARK - Parks Director Drent gave information on the proposed work for Old Lawrence Park which would include a parking area, a new gazebo, new restroom facilities, and moving the fence back to near it's original position. The changes will allow close access to the picnic area without the need for a bridge across the river. Parks Director Drent and C. Manning will talk with the Golf Association about the planned changes. GRADING OF GRAVEL HILL - the application for funding to help with this project has been accepted by the DNRC. BRUCKHAUSER POOL REPORT - C. Manning set a meeting for October 21, 1986 at 4:00 P.M. in the Committee Room for the report on the summer's activities at the pool. ajg
