GRIFFIN FIELD - C. Manning reviewed recent developments regarding the sale
of Griffin Field to the Parking Commission in order to raise funds for the develop-
ment of the new field at South Meadows. The Parking Commission will meet at
2:00 P.M. July 28. This issue is on hold until details are worked out.
DISTRICT 5 LAND SWAP - Council has passed a Resolution of Intent to trade
property at Peterson School for 7 acres on South Woodland. C. Manning reviewed
the plans and reiterated the intention of the School District to keep open
space on the portion of land the City is trading to them. The original concept
was to put 4 Girl's Softball fields at the South Woodland location and have
the School District move one Pee Wee field from Peterson to either Northridge
or Sunset Park.
LOCATION OF PEE WEE AND GIRL'S SOFTBALL FIELDS - There was lengthy discussion
of needs and concerns of the two organizations and possible locations to best
meet those needs. The condition of the ballfields now available is a problem
and there needs to be a way to free up at least one at a time for proper
improvement of the playing surfaces. Long range planning is a must if money
is to be spent in the best possible manner, and the possibility of the City
• at some point leasing fields to organizations for perhaps a 5-year period
could help to solve that long range planning problem. Possible sites discussed
were the new South Woodland location, the old dump site on Willow Glen, and
Lawrence Park, as well as Northridge and Sunset Parks. Field preparation
time, possible future sale of ball field land by the airport sometime in the
future, specific development problems at various fields, the need for permanency,
returning Haven Field to parkland to complement the entrance to town, the
need for complexes rather than scattered fields and the problem of finding
areas large enough for complexes, possible lawsuits from neighbors in residential
areas because of lights and noise were all discussed. Lawrence Park possibilities
were explored and Parks Director Drent stated that there was enough room for
the Golf Association, ballfields and Friends of Lawrence Park to all have
a piece of the pie rather than one entity getting the whole pie. The South
Woodland location is committed to ballfields because of the BOR funding of
the land involved in the trade. The safety problems at the airport ballfields
were discussed. Dan Johns stated that the organizations would be interested
in a complex idea and a lease where the City would be totally relieved of
maintenance responsibilities. They would like to have concessions, restrooms,
a place to keep equipment and permanent fences - and as an organization would
be willing to work for those things if there was a long range arrangement
for the fields.
In the end the Committee will recommend to the Parks Committee that a
complex of four fields be constructed at South Woodland for Pee Wee majors,
that Peterson, Thompson and Haven fields be used for Pee Wee minors, and that
Girl's Softball will retain use of the four fields by the airport as well
as gaining another at the same location being freed by moving the Pee Wee
is leagues. Dan Johns is to meet with Parks Director Drent soon to plan the
complex on South Woodland.

NEW GRIFFIN FIELD DEVELOPMENT - Larry Schulz voiced concern that if the
Parking Commission creates a paying proposition on the old Griffin Field they
will lobby not to sell it - and if that happened where would the additional
funds for development come from? Parks Director Drent pointed out that the
other side of the coin is the possibility of BN deciding to take their portion
of the land back and then there would be nothing. C. Manning felt that hanging
onto the property for several years might be the best idea. After more general
discussion the Committee agreed that if the resources are worked out work
should begin on the new Griffin Field at South Meadows as soon as possible.
There was extended discussion of funding, use of City funds vs. use of
sale of Griffin Park funds, phasing of plans so that in the end a good complex
is realized, the bidding process which the law requires the City use for jobs
costing a certain amount and how that can combine with voluntary help and
donations.
VETERANS MONUMENT - Parks Director Drent made available the final plans
and stated that the Building Department reviewed them and is very impressed.
Gencon Construction has taken the lead in getting this job done. Parks Director
Drent then went on to explain the chain of events that have held up the finishing
of Depot Park and the canges, frustrations from lack of time and manpower,
and the waiting for other projects to be completed in the area so that he
• could complete the park.
