06-11-86 Parks Comm MinutesA—* • June 11, 1986 PARKS COMMITTEE 3:30 P.M. Chairman Manning and Councilmen Nystul and Palmer in attendance. Parks Director Drent, Building Official Jackson, President of Kalispell Golf Asso- ciation Gene Spielman, and Roger Hopkins of the Daily Inter Lake also present. GOLF COURSE CART SHEDS - Mr. Spielman explained that they were in the middle of constructing a 30 card shed, located in line with the existing cart sheds. They did not realize a building permit was needed. It was explained that for safety and liability reasons a permit was required. This is a permanent facility and will become part of the City assests. It will not obstruct access to the water tower. The builder, Rod Tripplet, is to come in and obtain the building permit. Mr. Spielman was not aware of the requirement in the lease that the Council is to approve any structures before permits are issued. Parks Director Drent provided him with a copy of the lease. The Committee recommended approval of the project and it will be taken to the Council for final approval. VISITOR'S CENTER RESTROOMS - After some discussion of what was needed to update these facilities the Committee recommended that the Parks Director be authorized to obtain an architect's input for a decent facility that is equipped for handicapped. VISITOR'S CENTER SIGNS - There was general discussion of the letter of request from the Chamber, sign problems in several areas, and the need for a sign policy. In the case of problems with signs in wrong locations the comment was made that the Committee should advise the Parks Director to advise the Mayor to advise the Police Chief to enforce the law. After further discussion of the Chamber's request for a sign attached directly to the building the Committee recommended approval. The Committee also recommended that individual requests from non-profit organizations to erect signs should be brought to the Parks Committee for approval. There was also discussion of having a list of service clubs, churches, etc. on one sign in combination with the Chamber, using designated sizes. O'NEIL LAND TRADE - There is no news on this. Parks Director Drent and C. Manning are to write a note to the Mayor and Glen that time is of the essence. SCHOOL LAND TRADE - C. Manning will schedule a meeting next week to get this moving again. He is to meet with the Air Quality Bureau regarding putting a trailer at Peterson School for a year. He will know more about the requested location after the meeting. TENNIS COURTS - Two courts will be resurfaced next week. They will be closed only two days. The frost has heaved the posts holding the fence at Thompson and the Parks Director will get that repaird. C. Manning told the Parks Director to include spin type gates to keep bicycles out of the courts to his "wish list" for next budget year. • KATS - They are to start the concession stand at the pool next week. The Committee felt that next year it should be put in the agreement that the concession stand would begin operating with the opening of the pool. PARKS COMMITTEE • June 11, 1986 Page 2 BRUCKHAUSER POOL - Complaints: taking too long to get in. Parks Director explained that the Director was letting in only a few at a time to make sure showers were taken and the children were in the right end of the pool. This is improving. Loudness of music: this was a complaint from a neighbor. It was noted that it could be a liability if someone should scream and not be heard. Traffic problems: Parking in the wrong places and speeding. Parks Director Drent said he had not been able to get the Police Department to write tickets. C. Nystul called for Chief Stefanic but he was not in. C. Palmer mentioned a van from out of state that was parked above the Park for a week and commented that the Police Department should patrol this area more closely. LAWRENCE PARK RESTROOMS - Parks Director Drent told the Committee that he had shut down the restrooms because of suspected septic failure. There was discussion of pursuing walk-in access to Lawrence Park. The Committee recommended that the Parks Director blockade the road into Old Lawrence Park at his discretion to reduce negative traffic. It can be opened for parties with elderly or disabled who cannot walk in. This will be presented to the Council. - OLD DUMP SITE - Swartzenburger Wrecking has requested a lease or purchase agreement. They offered $10,000 or lease purchase option. This area is not zoned so it is allowable. There was discussion of the pros and cons of leasing • and selling. C. Palmer stated that if the City could get market value for a lease that would be fine, but if not then the piece should be sold. He figured $2,000/year would be minimal for the ten acres. The point was also made that there would be a squabble with the neighbors about the use of the land and it would be better to sell. Parks Director Trent was directed to find out the value, the lease amount and improvement agreement offered. DEPOT PARK - The Veterans have found someone to put up a monument for an affordable price plus a few materials from the Parks Department. MOWER FAILURE - It will take $600-700 to fix it. A new one is needed that is just a mower, not a tractor with attachments. DPW Hammer has agreed to use of revenue sharing funds left from the purchase of the front end loader. Parks Director Drent has been checking around and has not found anything within the City's price range but will keep looking. The need for a shed for the Parks Department was discussed. The Committee agreed to recommend to Council approval for the purchase of a new mower. Parks Director Drent will have a recommendation ready for the Council meeting. BEGG PARK - Parks Director Drent stated that he had not done anything wrong and if the Police Department wanted to investigate they should have started by coming to him face to face. He also stated that he would like to see something done about it. He indicated that he had been telling everyone who would listen that things were out of hand. He went on to say that if the Police Department had nothing better to do they could come to Woodland and Lawrence Parks and enforce the law. C. Manning said there was a need for the Committee members • to have a meeting with the Mayor during the next week for an informal discussion. Parks Director Drent pointed out that the Council had voted to do a $120,000 job with $30,000 and that if he was in trouble so were 8 Council members and two mayors. The Committee agreed. PARKS COMMITTEE isPage 11, 1986 Page 3 AIRPORT ASSOCIATION FINDINGS OF FACT COMMITTEE - A meeting was held with the airport board (Lee Tower). There is a meeting scheduled for next week with the FBO's (Wednesday morning). They have information gathered and have located the master plan and are going over the leases. A letter was presented from Lee Tower offering to give the City two acres along with the outstanding warrants. The Committee was NOT in agreement with this proposal. Attorney Neier has not yet answered the question concerning multiple listing. HOMEBUILDERS ASSOCIATION/DEPOT PARK - The $3,000 allocated by the Council has not yet been dispersed. C. Manning is to contact Greg Bain and request that he fill out a voucher so payment can be made. AMERICAN LEGION HELP FOR BEGG PARK - An article in the Missoulian regarding $120,000 provided by the Legion for the ball park in Missoula was discussed and the Mayor was asked to write a letter to the organization inquiring about possible donations toward Begg Park. PICNIC TABLES - The FVCC metal shop is looking for projects. Mark Long indicated that all they need is a pattern for picnic tables and benches. They are willing to do the labor if the materials are provided. The Committee felt that public donations by individuals or non-profit organizations might help fill the need for more tables and benches. A small plaque showing the • doner might be used also. POWER IN WOODLAND PARK GARDENS - Parks Director Drent stated that he is refusing to provide power to the gardens for weddings in the future because not only does he have to go down and provide special access but there is a possible liability problem with people tripping over the cord (the cord must be run across the road), and with the wet grass a possible shorting out problem. ajg 40
