Chairman Manning and Council members Nystul and Palmer present. Mayor
Kennedy, DPW Hammer, Parks Director Drent, Don Davis, and Andy Anderson, Fred
Hiser and Swede Sagen from the United Veterans Council, and Roger Hopkins from
the Daily Inter Lake also present.
DEPOT PARK PLAN AND PROPOSALS - The Veterans presented a letter (attached
to original minutes) requesting $5,000 toward the monument being prepared for
Depot Park. C. Manning reported that Burlington Northern had been asked about
disposition of the grant funds and there were no guidelines except that the
money be used for Depot Park. There was discussion of the design of the monument,
possible locations, how design would fit in with the old fashioned building
and lamps, and the funds needed. A plan was shown to the Committee depicting
a monument approximately four foot high with the bell mounted on top, flanked
by three flag poles. The architect is drawing up 3 proposals to choose from
depending on the funds available. The Vets prefer locating it in the open
area midway between the Chamber and Main Street. The Committee felt that they
must have an accurate list of the funds requested and then they can begin dis-
bursing the funds. The present list is as follows:
$5,000 Veteran's memorial
2,500 Gazebo
18,000 Parks Department for landscaping, sprinkler system,
etc.
? Decorative Street Lights
The Committee is to get the figures together and have a response for the Veterans
in two weeks.
DAN DAVIS - PUBLIC CHESS GAME - Mr. Davis presented a letter outlining his
proposal for building a 20' x 20' chessboard with moveable chess pieces (on casters)
and showed the Committee two of the pieces, which were approximately 3' high and
carved from wood. He explained that he had donations of material and work
promised if he could arrange the location and an agreement with the City. He
felt that Depot Park would be the best location. There was extended discussion
of particular locations within Depot Park, need for a storage shed, possible
excavation and framing by the City, policing and vandalism problems and possible
solutions, the suggestion of locating this at Woodland Park between the pool
and the formal garden, fencing, maintenance, sponsoring/advertising program
for downtown merchants, and the problem of the concession idea and profit to
be made. The three problems to implementing this idea were: Location, security,
and concession/profit concept. Any concessions allowed in City parks are through
non-profit organizations. In the end the Committee said they would take this
idea under advisement and Mr. Davis indicated he would talk to the Chamber
to see if they would be interested in storage and security.
AGENDA ITEMS IN PROGRESS
Gravel Pit - Attorney Neier is to draw up an agreement with the Golf Association
on the boundary and then the process of sloping needs to be worked out.
Art in Public Places - Waiting for Attorney Neier to write up document.
Begg Park - This is on hold until March 14, which is the last day for
public comment on the 404 permit. An estimate is needed from Dennis Carver

or DPW Hammer for the sewer and water improvements needed before further action
can be taken on that.
Ross Letter/Fenceline - Parks Director Drent is to contact Mrs. Ross's
attorney and have him draw up the necessary papers. The Committee will recommend
that Council accept Parks Director Drent's recommendation on this.
Tree Ordinance - The Committee would like to get this in order and finished.
Griffin Park - The Mayor is to instruct Attorney Neier to inform the Council
how the City can pay a commission on Griffin Park and the airport land. There
was a short discussion of possible sales interests and terms. C. Palmer is
to approach Jack Brown. C. Palmer asked if the City would consider a ground
lease, but the Committee felt that there was too great a need for a lump sum
to build the new ballpark.
SWIMMING POOL - The KATS will meet in April to discuss the operation of
the concessions. The swim meet is scheduled for July. The pool should open
June 7, the day after school lets out. There was extended discussion of manage-
ment of the pool. Parks Director Drent has four applications in hand but the
Committee recommended he post the job with the Job Service. The Committee
authorized Parks Director Drent to post the job with the qualifications he •
felt important and to set the salary as he sees fit and to report back to the
Committee. There was some discussion of vacation time allowed for the manager.
The Committee questioned if Council had ever approved final acceptance of the
pool - this will be checked out. C. Palmer will look into a public address
system for the pool area. Director Drent asked about purchasing an additional
life guard chair for the shallow end of the pool and the Committee said that
if the funds were available he should do so.
DISTRICT 5 LAND SWAP - There is a need for Attorney Neier, the School
District and the Pee Wee Organization to get together to iron out any problems.
REVENUE SHARING FUND SHIFT - C. Nystul asked if there needs to be a shift
of funds from Woodland Park to Begg Park until the sale of Griffin Field provides
the funds to replace those borrowed. There was some discussion of the priority
of the tennis courts but it was decided that they could not be resurfaced until
the next fiscal year because it required very warm temperatures. In the end
the Committee felt that this would entail simply a change of expenditures rather
than a "borrow and return" situation.
LION'S PARK VISITOR'S CENTER LEASE - There was a question of whether this
needed to be renewed.

Dear Chairman Manning:
Last fall it was discussed during a park board meeting, that the
City Park Board may have some funding available to help the
United Veterans of Flathead County, Inc. replace the Veterans
Monument in Veterans Square in Depot Park.
This was discussed a couple of times and it was suggested that
15000.00 may be available for this purpose.
The United Veterans of Flathead County, Inc, formerly request that
$5000.00 be made available for this purpose. The monies were to
come from a grant received by the City Park Board for construction
of Depot Park,
We thank you and the Park Comittee for any help you can give us
in regard to this matter,

PUBLIC CHESS GAME
Dear Sirs:
I an promoting public activity in the Valley by means
of building a 20' by 20t chessboard with movable chess pieces
(on casters) of comparative size as seen in Europe. It will
be a great eye-catcher, but there are other reasons to locate
this chessboard in Kalispell.
Due to the fact we have alot of 'retired folks and a
large quantity of tourism in our Valley, it would be a great
public service to put in this type of recreation. We have
fishing, hunting, baseball, swimming, water skiing, snow
skiing, hiking, and many other sports for the physically fit
and financially able, but not too many for the aged and
unemployed.
The chessboard has many advantages for our physically
handicapped in terms of easy access as well as in competition,
chess leagues and tournaments, or just for pleasure. Our
senior citizens can't run, ski, hike, etc., as we know it
• would be dangerous if they did, but they can enjoy and play
chess. However, the game will be available for all.
As for the tourists, they will come and leave our town
with not only our hospitality or our scenic beauty, but with
remembrance of downtown Kalispell with our new mall and
beautifully -located park with our gazebo, Vet's Memorial, and
our chain -sawed, sculptured, large as life chess game.
The chess board will also spur the economy of our area
businessmen. Each piece will have a plaque with the name and
location of an area merchant for advertisement. Advertising
is planned for the upkeep of the chessmen. (To keep them
presentable).
Other advantages would be another outlet for competition
and fun with neighboring cities, businesses, and churches, and
very helpful socially and scholastically for students of all
grade levels.
Please help me support this idea, locate it in Depot Park,
downtown across from the large mall, just off Main Street and
Hwy. 93, in an area of accessibility and high tourist trade,
and cultural development.

1. Will the City take title of the chessboard and building
(storage shed) and maintain them?
2. Will the City perform excavating and forming of the pad?
3. Will the City provide security from theft and vandalism?
(By using its agencies such as welfare, rent assistance,
and other programs.)
4- Who is responsible for injuries incurred by the chess game?
• 5, Can I hold title to chess nieces with a contract to use
them on the pad indefinitely?
6. Can I make money off the chess pieces as in advertising
to maintain chess pieces? Do I need a permit?
7. Will the City take charge of organizational competition
requests?
