PARKS COMMITTEE
4:00 P.M.
Chairman Manning and Councilpersons Nystul and Hafferman present. Mayor
Kennedy, Parks Director Drent and Roger Hopkins of the Daily Interlake also
in attendance.
SCHOOL DISTRICT 5 LAND SWAP - Both parcels of land have been appraised.
The City property, with improvements, was appraised at $88,000, and the school
property at $81,000. The tentative plans and concerns were discussed at length
and the Committee felt that the following items should be included in an inter -
local agreement with the School District:
1. The tennis courts be left intact, maintained, and available to the
general public.
2. Any improvements on the public land must be cleared through the Parks
Department and the City Council.
3. Maintenance responsibilities and those responsible for them must
be clearly spelled out.
4. An easement or agreement is needed for th; ballfield fence for the
duration of the season (May - July).
5. Relocation and construction of Pee Wee fields, one at Peterson School
and the other at either the Junior High School or Northridge park.
6. Number of years City will have use of fields.
The City plans to use the Woodland property for Girl's Softball, which
presently is located on Highway 93. Parks Director Drent feels there is enough
room for four fields and parking. The Pee Wee fields at Peterson will need
to be used this year because there is not time to make new ones before the
season. The City is able to provide fill if needed when the fields are moved.
Before an agreement can be drawn up the following things need to be done:
1. Gretchen at Fish, Wildlife and Parks must be contacted and approval
granted.
2. Consensus of Council to go ahead.
3. Input from Pee Wee organization on location of second field.
4. Mayor and Parks Director Drent to contact the School District and
report back to the Parks Committee.
5. Environmental assessment on the plans for the property and the time
factor involved.
6. Plat of design and construction of Peterson School plans.
AIRPORT LEASE - C. Nystul reported that the corporation charter for the
airport has been involuntarily dissolved by the Secretary of State for failure
to keep up registration. There is a meeting with Lee Tower on Monday, January
20. The airport is looking at alternate administration ideas.
