July 15, 1985 PARKS COMMITTEE 3:00 P.M.,
• Chairman Manning and Councilmen Ruiz and Nystul in attendance. DPW
Hammer, Parks Superintendent Drent, Building Official Jackson, Ed Gallagher,
Jerry Begg, Les Harrington, Dean Jellison and Roger Hopkins of the Daily Inter-
lake also present.
TODD KEENER REQUEST - Request for permission to set up table in Woodland
Park to share Scripture. Committee questioned how he would "advertise" to get
people to come to him if he was not approaching people. Committee asked that
the City Attorney check into the ordinances and give his opinion.
FENCE BY DRIVING RANGE ON GOLF COURSE (LES HARRINGTON) - Mr. Harrington
presented the history of the fence and the plans of the Golf Course to raise
the height, and how that affects his view. He suggested a solution (see drawings
attached to original minutes). He objects to the added height of the fence
and the screening because it blocks his view. He attempted to work out the
problem with the Golf Board but has been unable to work out a solution acceptable
to both parties. Mr. Harrington is willing to bear the cost of moving the poles.
Discussion of on -site review, zoning ordinance concerning fences over 6'
tall(presented by Dean Jellison), the moving of the Repair Building without
a permit, the question of going through a conditional use permit and the fact
that it wouldpermit input from dissenters, the definition of "fence". The
Committee seriously questioned whether this was under their jurisdiction.
• Mr. Jellison asked for an assurance that the building permit would not
be issued until there is an opportunity for a public hearing before an impartial
group.
Three issues appear to be of importance here: 1) Opinion of the City
Attorney concerning fence requirements, 2) Where does the City fit in in negotia-
ting an agreement, if at all, and 3) Safety is a major concern to all parties.
Dean Jellison and City Attorney Neier to meet to attempt to work out a
solution. Ken Jackson will hold the building permit until he receives word
from the City Attorney.
COST COMPARISONS/FVCC - SOUTH MEADOWS - Comparisons are attached to the
original minutes. Evaluation from FRDO is not yet available. Conditions on
South Meadows are as follows: 1) Mr. Begg will donate this land only if Legion
Field is the primary use. 2) The City will put in properly sized services for
added development. 3) The City will provide a crossing of Ashley Creek for
access to other City owned property.
Discussion of interlocal agreement with FVCC: terms - unlimited time,
liability a matter of negotiation; capital improvements - City would get return
of capital investment in the event of a sale of the property; rights of City
in such a sale - first refusal. Question of scheduling and possible problems
in that area. Utility costs reflected are part of the SID requested by the
college and include more than what is required for just ball fields, but are
• based on what the City would require a developer to do, as are the figures for
South Meadows.
The Committee scheduled a Parks meeting for July 29 at 4:00 P.M., at which
time no more testimony will be allowed, but all figures and reports and recommend-
ations will be considered and a decision will be made for recommendation to
the Council.
