06-26-85 Parks Comm Minutes0 June 26, 1985 PARKS COMMITTEE 3:30 P. M. Chairman Manning and Councilmen Springer, Nystul in attendance. Mayor McDowell, Parks Superintendent Drent, Gary Rose, Bill Cooper, Bob Maart, Bruce Booby, and Roger Hopkins of the Daily Interlake also present. DISTRICT NO. 5 LAND SWAP - Discussion of benefits to the City: the exchange is for more acreage (although not necessarily in value), and the keeping of open space in that part of town. That would have to be in writing with the School District. School District has no long-range plans for any additional facilities on the land by Peterson School. The question of possible lock -out policy because of liability was raised by C. Springer. School District responded that none of their properties are closed and there is no intention to do that at this point. School District presented several plans for Peterson School and the adjacent park land which included elimination of bus pick-up on 2nd and rearrangement and improvement of pick-up and access of Meridian, widening of alley to provide extra parking, possible separation of bus and auto traffic, placement of soccer and ball fields, rearrangement of ball fields with one possibly being moved to the Junior High, south of the football field. Superintendent Drent indicated the need to check into regulations of BOR funding that might affect the trade. The School District wants to make the trade regardless of the success of the bond issue. • There is an interlocal agreement on the tennis courts which the City cannot terminate until 1990. City Attorney said this probably could be amended. Discussion of tennis courts and the needs of recreation vs. tournament quality. Discussion of who would pick up the cost of relocating the ball fields and division of responsibility for upkeep and manicuring. C. Springer made a motion that the Committee recommend to the Council approval of the concept of the land swap. C. Nystul seconded. Motion passed. It was also noted that there had been intergovernmental cooperation for two meetings in a row! PARKS ADVISORY - C. Manning shared what will be covered at the meeting set for Thursday at 7:30 P.M., June 27. ACQUISITION OF ADDITIONAL PARKLAND - C. Nystul reported on several lots and acreage available along a possible corridor between Dry Bridge Park and Conrad Park. The offer was for all four lots for $12,000.00/or terms. The Committee felt that the dollars could be used better elsewhere and asked C. Nystul to point out to the individuals the tax benefits to be derived from donating land and to indicate that if he is serious about working with the City on this he should bring an offer to Committee. STREET DEPARTMENT FILL - Discussion of the old dump site off Willow Glen and the need for fill to enhance the value of the property and make it useable. The Committee concurs with getting fill for this area. ajg
