06-17-85 Parks Comm Minutes0 June 17, 1985 PARKS COMMITTEE 3:30 P.M. Chairman Manning and Councilmen Ruiz and Springer in attendance. Mayor McDowell and Pieter Drent, Parks Superintendent also present. BRUCKHAUSER POOL - CHANGE ORDERS - Discussion of imbedding of strips vs. painting maintenance. This item was originally eliminated from the bid in order to keep the cost down. Funds are available now. C. Manning made a motion to accept the costs of $4900.00 ($2900 for fiberglass wading pool and $2000 for imbedding strips in the fiberglass - @ 200/lane x 10 lanes). Seconded and passed. Carver is to draw up the change orders for the Mayor to sign. LAND SWAP - SCHOOL DISTRICT #5 - Meeting set for June 26 at 3:30 P.M. in the Committee Room. Public Works Department will notify School District #5. BOARD OF REALTOR COMMUNITY PROJECT - Realtors will paint .the restrooms at the Visitor's Center south of town. Mayor McDowell and C. Manning to meet with the Realtors Wednesday at 1:00 P.M. Pieter Drent mentioned. that he.had received a thank you letter for mowing the lawn around the Visitor's Center, and reported on trees planted in Northridge by volunteers. FVCC PROPOSAL - GRIFFIN FIELD - The City Attorney and the County Attorney are to draw up an interlocal agreement acceptable to both parties. isStaff reports are requested to be in by next week. Will be presented to the Advisory Committee for input. If reports are positive City Attorney will be directed to proceed. C. Springer will present to Council. LAND BETWEEN CONRAD PARK AND DRY BRIDGE PARK - (See map attached to original minutes). Land lies along the ridge, 3.8 acres plus several other available parcels. Discussion of tying together the two.parks. Would make a nice jogging trail. Extensive bird population. Discussion of access and control of creek. C. Manning indicated that O'Neil's have voiced a willingness of possible trade for other land. Question of availability of matching funds - not this year but perhaps next. City Attorney indicated that the trade option is being pursued. C. Manning to present idea to Council and to Parks Advisory. AIRPORT - Committee requested that C. Nystul make contact with the Airport Board to see if they are interested in a trade. If so they are to make formal contact with the City. CONRAD MANSION GROUNDS - Discussion of whether this was public land or not. Some neighborhood children have been run off when playing on the grounds. After discussion the Committee asked the Mayor to write a letter to the Conrad Mansion Board concerning this issue. NUISANCE BIRDS - Complaints from citizens concerning ravens and starlings. Discussion of possible solutions. Tabled until later. • MONTANA PILOTS ASSOCIATION AIR SHOW - Discussion of needs for parking and crowd control. Parks Superintendent Drent will walk the area with the association president so that concerns may be shared and solutions found.
