06-12-85 Parks Comm MinutesJune 12, 1985 PARKS, AIRPORT AND GOLF COMMITTEE 9:00 A.M. Chairman Springer and Councilmen Saverud and Schindler in attendance. Mayor McDowell, DPW Hammer, Parks Director Drent, Attorney Neier, Ed Gallagher, President of FVCC Howard Freyette, and Roger Hopkins of the Daily Interlake also present. The purpose of this meeting was to address the possibility of the City and Flathead Valley Community College sharing recreational and athletic facilities on the College land north of Kalispell on Hwy 93. Prsident Freyette reported that the Board had met last night and they gave wholehearted support for joint development for baseball and recreation facilities. They also approved requesting an SID with the stipulation that it not occur until the exact dollar figure is in hand. Attorney Neier indicated that the City can enter into an agreement with the College for an SID. He pointed out that there would need to be a deeding of property or an interlocal agreement. In the case of an interlocal agreement the following points need to be addressed: 1. Definitions of ownership - remaining with College 2. Conditions of lease - City usage 3. Length of lease - needs to be a long period 4. Mechanism for safeguarding the City's interest in case the College did not develop this location - right of first refusal. 5. Name of Griffin Field will remain the same 6. Scheduling of use of field , 7. Design of facilities to be complimentary to the rest of the campus (FVCC architect to be consulted). 8. Monies from sale of Griffin Field to be earmarked for development. C. Springer expressed appreciation to the College for their willingness to work with the City on this project. The Committee requested a staff review and Parks Committee review and FRDO input, but these reports are not to hold up the interlocal agreement. Parks Director Drent voiced concern about the possibility of losing Griffin Field before it was sold and the need for temporary facilities if that should happen. Discussion of access to playing field. President Freyette indicated they had an alternate plan if an SID did not go through. He also said that at this point the College plans for placement of buildings on the 40 acres could be adjusted according to need. The Committee asked Attorney Neier to work with the FVCC Attorney to draw up an interlocal agreement. C. Springer is to bring this proposal before the Council. Mayor is McDowell invited President Freyette to be present. Parks Director Drent asked for a map of the College site, which was provided shortly after the meeting. ajg
