05-28-85 Parks Comm MinutesMay 28, 1985 PARKS/COMMUNITY DEVELOPMENT MEETING 4:00 P.M.
Chairman Manning, Councilmen Springer, Saverud, Nystul and Palmer in
attendance. Mayor McDowell, DPW Hammer, Ed Gallagher, Pieter Drent, Larry
Schulz, and Roger Hopkins from the Daily Interlake also present.
CHAMBER OF COMMERCE LETTER - Concerning Board of Realtor's proposal of
donation. C. Manning suggested getting back to the Realtors directly and
have them work with Parks Department. Mayor agreed to try to find paint for
the restrooms at the Visitor's Center, and to contact the Realtors for
landscaping. Relocation of garbage cans needed also.
GRAVEL PIT - C. Manning presented minutes from Council meeting indicating
boundary agreement. C. Springer asked if it carried the same weight as the
original lease. C. Manning asked that the City Attorney check to see what is
needed to make the agreement concrete.
SALE OF GRIFFIN PARK - Ed Gallagher has been keeping in touch with the
Post Office. They will not make an offer but will sit down with the City
Council. The site has passed the environmental assessment. C. Saverud
questioned whether the Post Office might be open to buying an alternative
site in trade for Griffin Field. The next step for the Post Office is for
a team representing various aspects of postal service to come in and evaluate
the various sites available. Committee authorized Mayor McDowell to write a
letter to the Post Office explaining the time frame and needs of the City in
the sale of Griffin Field.
• DPW Hammer filled in the Committee on the meeting he had with FVCC
representatives and the availability of a ball field for American Legion on
college land north of town. College was concerned about large advertising
signs but willing to make the field available. Pieter Drent was concerned about
access. C. Saverud suggested pursuing the sites available presently and at
the same time letting the college know that if they are concretely interested
they need to get back with this Committee quickly.
GRIFFIN PARK RELOCATION SITES - Discussion of FRIO Site Analysis.
The Committee decided that they were only interested in the Russell property
on Willow Glen if Mr. Russell would be willing to make a fair offer and square
up the parcel. The Committee asked the Mayor to sit down with Wacholz and
Co. (West of South Meadows) to see about park dedication which could then be .
made into a roadway for access. In the end the Committee had decided that
DPW Hammer nad Pieter Drent should research access costs, site preparation,
and utilities costs for Parcels 1,2,3,4, and 6 (See attached FRDO report).
