05-01-85 Parks Comm Minutes.+ May 1, 1985 PARKS COMMITTEE 4:00 P.M. Chairman Springer, Councilman Manning, Saverud, and Nystul in attendance. Mayor McDowell, Pieter Drent, Ed Gallagher, and Roger Hopkins of the Daily Interlake also present. Mayor McDowell announced the appointment of Chuck Manning to the chairmanship of the Parks Committee. Councilman Springer indicated that because of the uncertainty of his future he recommended this move. He will continue helping for the good of the committee and the Council and the continuity of the projects involved. BALL PARK PROPOSALS - The committee: reviewed and discussed the attached seven proposals, and the City sludge injection property. These were narrowed down to Parcels 2 and 5 for Legion only, and Parcels 3, 4, and the City property for a complex. C. Springer moved, C. Nystul seconded, and the Committee agreed to send these parcels to the staff, FRDO, and the baseball people for their input. REPORT FROM SPECIAL ADVISORY COMMITTEE - C. Manning gave this report from the committee,=which consists of Pieter-Drent; Dave -Downey, Marvin' Coombs, and C. Manning. After discussing Old Lawrence Park and the golf course they find three issues that need addressing: (1) Roadway to Old Lawrence Park should hug the north bank as close as possible. C. Springer said that this would work for the present but that the committee should not preclude other access for future needs. (2) Gravel pit - Must establish . the previous aggreement concerning the markers, determine how much longer gravel can be taken out (so that cost of City gravel needs can be determined), and consideration should be given to pushing gravel down from the top and therefore achieving a better slope. Mayor will follow up on this. (3) Old Lawrence Park: After discussion C. Nystul moved and the committee agreed that the Director of Public Works be authorized to fill in the drain and whatever else necessary to carry out Pieter Drent's proposal to start rehabilitation of Old Lawrence Park. AIRPORT GROUP - C. Nystul will continue to serve as liason with the Airport Association. They are working on getting hay crop up and collecting rents for revenue. There is a need for the Montana Pilots:,:Association to make arrangements through the Council for the air show and the closing off of the ballfields for that airshow. NATIONAL GUARD ARMORY REQUEST - C. Springer moved and C. Nystul seconded a motion that the Parks Committee bring the request of the National Guard to acquire more land of the airport property to the Council. It is the recommendation of the Committee not to negotiate for the land adjacent to Hwy 93, but to consider land next to Airport Road south or west of the runway. All were in favor. Chairman Manning adjourned the meeting. PROPOSAL 1 PROPOSAL 2 18.36 acres ' No longer owned by same owners. Price in question. A. American Legion field too close to residences. Would accomodate 4 fields. B. Would be better as far as loca- tion of American Legion field, but wasted land would make more of parks setting. Only one access off Two Mile Drive, which is narrow and dangerous for bikes. No possibilitiesyof other access. PROPOSAL 26 acres Area has good access, 1} miles off city center and as the concept shows, ball fields fit well. The soil is very alkaline and the area needs leveling, which would •add approximately $2,000 per acre to the cost of the land. PROPOSAL 5 20 acres Approximately 2 miles from center of town, the exact location of the parcel is not known at this time, only the approximate size of the 20 acre parcels. Probably restrictions by owner on lay -out of ballfields. PROPOSAL 7 97 acres Would need the entire parcel, only certain areas are suitable for ball - fields. The rest would make an ideal park. 10 acres Only large enough for American Legion field, with access from High- way #2 through a right-of-way. Would work with proposal 1 and give 2 entrances. '4 Makes it possible to make it more of a park setting along Two Mile Drive. Parcel might have been sold or may be in the process. PROPOSAL 4 30.61 acres The topography and shape of the parcel makes it ideal for ball - `fields. Access will be a problem, as will utilities -especially water. Approximately 1} miles from city center. PROPOSAL 6 79 acres As drawn in concept, would need approximately 20 acres. Access to this parcel might still be a problem, otherwise, would work well with existing park.
