04-17-85 Parks Comm Minutes1-z April 17, 1985 PARKS COMMITTEE 4:00 P.M. • Chairman Springer and Councilmen Manning, Nystul, and Saverud in attendance. Mayor McDowell, DPW Hammer, Ed Gallagher and Roger Hopkins of the Daily Inter Lake also in attendance. Chairman Springer called the meeting to order. DRAFT PROPOSAL - C. Manning gave overview. See attached plan. General information could be filled out by this committee and FRDO could provide review and comments. Committee agrees to begin using these guidlines as presented to standardize the way it reviews all projects. Mayor will be given instruction in usage of the review. Will use for Park sites now with plan to expand later to broader use. GRIFFIN FIELD RELOCATION - Discussion of areas in vacinity of schools, school children in area, bike, pddestrian, and vehicle concerns, Kal-Mont Dairy Farm proposal, Claridge proposal. Committee recommended taking all proposals to the Advisory Committee and have them sort out and review sites and pick out 5. Advisory Committee meeting set for Monday night, April 22, 1985 at 7:30 P.M. Discussion of National Guard interest in trading property to obtain land south of the Armory. City willing to work with them. Discussion of . airport lease property in conjunction with this. Airport property and letter from School District 5 should be included in information to the Advisory Committee. ARTISTS AND CRAFTSMEN RESERVATION - Construction is due to begin the latter part of June or the first of July. Mayor will contact ACF and see if they can use Lyons Park instead. Committee aproved reservation subject to choice of Lyons or Depot Park. Committee will take to Council. MERIDIAN PARK AND PETERSON SCHOOL - Letter dated April 12, 1985 offers trade of 4 lots for property around Peterson School. Would then lease fields and tennis courts to City. Parks Department is very interested in this trade. The nine acres proposed are attractive and would be suitable for Girls's Softball or Pee Wee. Committee would like to see if there is adjacent land availablei.to add to these nine acres. WOODLAND PARK IMPROVEMENTS - Lagoon has shoreline and algae problems that need attention. Committee felt that if there was any way to restore ice skating that it should be done. Research shows that a pump would control the flow problems in winter and provide spray in summer to help with the algae problem. Mayor McDowell was asked to pursue a VOR grant and budget funding. C. Springer noted that appropriate time consideration should be given to budgeting if funds are available. DEPOT PARK DEVELOPMENT - With the uncertain plans for relocation of curbs and streets with the Mall development, the Committee recommended holding • up all further development or reconstruction in Depot Park until plans are finalized. ajg Chairman Springer adjourned the meeting at 5:00 P.M. =t • PROPOSAL/PROJECT REVIEW GENERAL INFORMATION: A.
