03-15-85 Parks Comm Minutes4:00 P. M. March 15, 1985 PARKS COMMITTEE The committee met in the Conference Room at City Hall. In attendance were Chairman Springer, •Committee members Nystul and Manning, Mayor McDowell, DPW Hammer, Engineer Dennis Carver, Dave Meredith of Stewart & Janes and Roger Hopkins, DIL. Swimming Pool Renovation Bids Chairman Springer opened the meeting, stating that the committee had been given power to act on the bids. Dennis Carver indicated that Stewart & Janes submitted the low bid of $582,485, and since the bid opening he has been negotiating with S&J, subcontractors and suppliers and they have deducted or changed several items to reduce the bid to $541,385. Those items removed, he said, were not randomly chosen and they will not have an effect on the operation or the quality of the pool. He presented itemized proposed changes from S&J also Lyford Plumbing (copies attached) and explained each deduction. The largest item was $19,000 for a pool cover which won't be needed the first year as the pool will be in opera- tion for such a short time; this can later be budgeted for. He explained the change from a 6 to a 5 tank filter system. The state requires a turnover of 3 per day of filtration, every 8 hours. Six tanks would produce 4 per day. The change from metal to cedar shakes roofing was also discussed; without sealer, the color would change to grey but it is felt that the shakes would last as long unsealed. Dennis stated the Notice of Award must be -signed by the Mayor, this instructs S&J to get bonds, certificates of insurance, order equipment and notify subcontractors. Because of the 120 day schedule, this should be done as soon as possible. Also discussed were security night lights around the building, operable year round. The photo cell could be added later. C. Manning stated that he would like to see the wiring stubbed in- to place now. Deck drain lines were also mentioned. Motion: C. Nystul moved that the bid, as reduced to $541,385 with Stewart & Janes be accepted. Sec- onded by C. Manning. All voted aye, motion carried. Carver stated that a problem to be addressed was that of life guard chairs. State regulations dictate that one chair must be provided for every 2,000 square feet of pool area. To avoid obstructing the pool with the six required chairs, only 3-thus far has been fixed. Each chair must also have an umbrella. C. Nystul suggests that former life guards be contacted about working conditions regarding chair use. A brief discussion of funds: the $550,000 bond issue, $35,000 County contribution and an estimated $15,000 to 20,000 contingency fund. Swimming Pool Fees Unanimously, all felt that there was no reason for any fee increase. Motion: C. Nystul moved to keep all fees the same as the 1982 schedule. Motion seconded by C. Manning; all voted aye. Mayor McDowell will sign the Notice of Award and this will go to Stewart & Janes on Monday. The meeting adjourned at 4:25. No sealer on cedar shakes will be provided. Deduct $4,700.00 5.) Change ceramic tile installation from "mud —set" to'"thin—set" method. Deduct $1,500.00 6.) Change all galvanized handrails to shop —primed. Deduct $900.00 Upon your approval of these proposed changes to the contract documents, I will expect written approval and any clarification drawings to be incorporated into the contract with the City of Kalispell.
