01-15-85 Parks Comm Minutes4:00 pm January 15, 1985 PARKS COMMITTEE Chairman Attorney Zavodny, citizens Springer, Members Nystul and Manning, Clerk/Treasurer Halver, Neier, Parks Supt. Drent, Finance, Director Swanson, Surveyor KDC Director Gallagher, Roger Hopkins of the Daily Interlake, fowr and later, Councilman Ruiz. Sale of Bonds Springer requested Attorney Neier to contact Dain Bosworth formally, setting out our requirements and seeing what their time frame is. He also requested Attorney Neier to work with Dennis Carver. Councilman Nystul stated the city wanted to sell the bonds as soon as possible, preferably February. Springer asked Swanson to work with Attorney Neier on this. Tree Ordinance Springer has received the draft of the Tree Ordinance; hasn't had it long enough to make any recommendations at this meeting, but he might bring it up on the floor of the next Council Meeting for discussion and possible first reading. He requested the other committee members review it in preparation for the next council meeting. Dennis Carver Springer turned the meeting over to Dennis Carver for discussion of the Swimming Pool construction plans. He stated he wanted the Council to be asked to call for bids at their meeting Monday night. Would like to have the bid opening on the 19th of February. Councilman Nystul inquired if that would give everyone enough time to get some good prices on the specialized equipment. Dennis said he thought so and would like to start construction sometime in March. Nystul asked if we could send some preliminary letters to interested contractors so • they can start getting prices on this Swimming Pool Equipment. Carver said he thought he would send out copies of the advertisement for bid to interested contractors. Discussion followed on when to advertise for bids. Attorney Neier and Nystul concluded they could advertise on January 30, February 6, and February 13. Nystul also commented if the Council passed the motion Monday night Dennis could send out letters on Tuesday the 22nd and that would give them about 30 days to prepare bids. Springer commented the committee doesn't have to act; we just simply have to take it to the Council. Nystul agreed stating the council then has to approve a motion calling for bids. Dennis Carver presented some drawings on the proposed construction and said there were a couple of changes. One was to go to a metal roof on the change house. Nystul: Why the metal roof? Carver: It fits better and costs less and I think you would have less maintenance problems. He was asked what was the difference in money and he said it was a little less. Ruiz asked if this would be all one bid and Dennis said yes but it would be broken down into 20 bid items. Springer and Ruiz asked if an area was included for concessions. Dennis stated it was included in the separate building containing restrooms and wading pool visiters area. Ruiz asked what would be in there and Dennis said there would be a sink and electrical. Discussion followed stating the committee was considering allowing the concession area to be leased and finished by lessee. Manning suggested they •leave it bare walls and let the concessionaire finish it to their specific use. Drent said past policy was for an organization to run the concession and finish the room to their own needs. •Dennis then discussed his plans for the wading pool and deck. He hadn't completed the final cost estimate but was working to stay within the amount available. Ruiz asked if it could conceivably be covered. Manning and Carver said it would require footings outside the deck. Carver next discussed the mechanical equipment. Springer asked Dennis if there was anything else we have to do to facilitate what you're doing. He said we would probably need funds for the contractor in April. He also said he is considering a ramp for handicapped at the shallow end of the pool. Some discussion followed on this; the only other alternative would be a hoist. Dennis felt the construction was in full compliance with codes for handicapped. Golf Course Springer said he would like, if the committee approves, to ask the council Monday night, to approve in concept, the improvement of the area commonly known as Lawrence Park for development as additional Golf Course, and acknowledging to the Kalispell Golf Association the willingness of the council to lease to them that property, specifically described, and properly made a part of the lease agreement itself, and then wait for them to come back to the council. Chairman Springer acknowledged there were visitors here to discuss this issue and wanted them all to know "if the rest of the committee will listen to what you have to say, that's fine, but I will have this statement in the • record first, that we've been through public hearing, we've had all the acrimony, debate, bitterness, every other adjective that you can think of about this issue, the council itself has eliminated the use of that area for baseball, unanimously on the floor, and it is to this committee now to make a recommendation of sorts, or fail to make a recommendation to the council to go forward with additional development." He then asked for committee discussion or other council discussion. Manning gave considerable discussion with the following points made: we do not need any more input from the golf association we are lacking a definite site plan analyze the value of the gravel pit and replacement cost where to deposit the snow can we really afford to give it to the golf association put it under the same criteria as any other project that may want to come into the city Springer responded these concerns were raised at the last meeting and previous public hearings. Manning said so far we still don't have any costs. Councilman Ruiz discussed the attitude of the Golf Association. He also pointed out the suprising amount of private property in the area being considered. Considerable discussion followed among the committee and Ruiz. •Input was also received from the visitors. Questions were raised by a visitor as to the status of the Advisory committee. Springer said the committee was concerned with the ball parks. Manning then talked at length about his feelings for the needs for this committee. Pieter Drent expressed concern that Lawrence Park be retained and access be preserved. Nystul proposed Manning report back to us as soon as possible after their January 23 meeting concerning input from the advisory committee and the committee make a recommendation to the full council at the February 4 or 19 meeting. Springer proposed and Nystul and Manning agreed they should meet again as a committee on the 29th. Manning proposed the advisory committee be given two months before the council makes a decision.
