06-12-84 Parks Comm Minutes{ 4:00 P. M. PARKS COMMITTEE June 12, 1984 The committee met on this date, City Hall Conference Room. Present were Chairman Springer, *The member Manning, Parks Supt. Drent and DPW Hammer. C. Springer called the meeting to review Parks related events during his absence. He re- minded those attending of the Visitor's Center dedication ceremony on June 13. He stated that he had been contacted by members of the Conrad Mansion Board, requesting a meeting for Friday, June 15, 10:30, Conference Room. He asked whoever available to attend that morning meeting. He does not know what the meeting will involve; possible the Board's earlier request for installation of rest rooms near the mansion, but will check into past dealings with the Board.. Swimming Pool C. Springer expressed disappointment with the 39.1 vote percentage and listed options; to forget the pool issue, which is not acceptable to him; to check availability of alter- native funding; and the obvious one, to put back on the November ballot. He moved the committee consider affirmatively taking to Council a recommendation to put the issue on the November ballot. Seconded by C. Manning. Supt. Drent stated that he!sbeen looking at different options. He doesn't believe any other financing is there. The pool can be forgotten and concentrate on a large kiddy , pool, or a more viable option would be to borrow about $40,000 Revenue Sharing money to get the plan going, then repay it after the bond issue passes. He said that least 6 months and possibly a year will be lost. DPW Hammer stated that the 2 to 1 vote was consistent --based on this, it is hoped that the Council can at least get preliminary items going, design, etc. Supt. Drent stated that Engineer Dennis Carver was involved with previous plans, will need �t least a month after the preliminary drawingsgo to the Board of Health at Helena, and doubts if the pool would be available for swimming next year. If the mechanical equipment is designed in advance, it could be ordered as soon as the bond issue passes. He would like to see the project started up after construction to make sure everything is in order. There was a problem with a winter's delay before discovering problems on previous pool. Supt. Drent will be contacting Mr. Carver for figures, screening consultants/architects before the nextCouncilmeeting. At that time it will be brought up for discussion the possibility of how much could be advanced for preliminaries and whether the time element is essential or not. C. Manning stated that the mandate of the people is that they want a facility, based on the 2 to 1 vote. C. Springer called question on the initial motion with the understanding that inherent in that motion is the discussion about the advance of money. All voted aye. Washington City Park A resident of the area was briefly in attendance, but it was decided to discuss this at another meeting. Supt. Drent reviewed earlier attempts for projects for this park. C. Manning stated that he would like to see some conceptual plan for all parks proposals. C. Springer stated that other park requests have come from outside and the committee simply moved on them and suggested that Eloise Hill, who make the initial request, con- tact Supt. Drent on plans for the park. C. Manning moved that the people interested in developing the park contact Supt. Drent to address the issue so that he could have their concept for a permanent plan for park improvements to present to the committee. Seconded by C. Springer. All voted aye. Springer said that he has been contacted by the Expansion Committee of the Golf Association, who presented a verbal proposal, together with drawings --one superimposed on aerial photo and an engineer's drawing of an additional 9 hole golf course, which they feel would fit in with very little modification to the existing course, for two 18 hole golf courses. He described access, gravel pit removal, swamp area, Main Street traffic, as addressed in the verbal proposal. He requested a proposal but has not yet received one. Representatives of the committee will be asked to attend the June 19th Parks Committee meeting, set for 7-30 P.M. Discussion followed regarding swampland --this is flood plain area for downstream, the necessity of a dike being built for the other golf course, minor items would require a change in the Comprehensive Plan: public lands vs recreational lands, etc. Request for Park Use Parks Supt. Drent has received a request for use of the park near the Court House for the week prior to Art in the Park. Depot Park is not available for use because of con- struction. Wear and tear on the facility was discussed and C. Manning suggested having this art show on the other side of the park, on lst Avenue West instead of the .1st Avenue East side. 0upt. Drent will check back with the people involved to see if this would be acceptable. The meeting adjourned at 5:00 P. M.
