The Parks Committee met in the Conference Room at City Hall. Present were Chairman
Springer, Councilmen Manning and Nystul, Mayor McDowell„ Parks Supt. Drent, Building
Official Petersen, also Dick Hackendahl, Tom Day and Otis Robbins of the Chamber of
10 Commerce.
Chairman Springer called the meeting to order, stating that the singular purpose of
the meeting was to discuss the prospective gift of a log structure, together with
materials and services. Construction will be on City property, South of the Outlaw
Inn. He referred to a letter from Chamber President Day, indicating that the Board of
Directors, request the committee to consider and accept their offer to build a new
Visitor's Center at Lion's Park. -
A building permit has been requested for construction of a log home 20' x 24' with a
10' covered porch. The structure will be built by Glacier Log Homes in conjunction
with McElroy & Wilkens, Tri-City Lumber, Treweek Construction, C. Powell Electric,
Biby's Floor Coverings, Bob Ross Construction and Doepkers Landscaping and Pruning.
Construction is scheduled for May and it will be operational June 1.
It is the intention of the Board to donate the entire facility to the City and, in
turn, the Chamber would lease it back from the City for the purpose of operating the
facility at no expense to the City - other than the normal maintenance of Lions Park.
C. Springer has discussed this with the City Attorney, who prior to this time,was re-
quested to prepare a management lease, covering a 5 year period, renewable annually.
C. Springer joined Tom Day's commendation of the Tourism Committee and the people who
have provided their services.
• MOTION:
C. Springer moved that the committee recommend to full Council the acceptance of this
project and ultimately, the acceptance of the resolution that is being proposed. Second
by C. Manning.
Discussion followed on Supt. Drent's concern of restroom maintenance. There were many
problems in the past and he feels this will create considerable impact on the situation.
In the previous lease, the Chamber had responsibility of restroom care during the sum-
mer months when the center was in operation. The rooms cannot be locked. Depending
on the season, City park crews tried to check restrooms every day, but if this could
not be done, they were checked at least every other day.
Dick Hackendahl advised that four college students, under the summer youth employment
program, and with adult supervision, will manage the center. Discussion revealed that
the former lease agreement indicated that the Chamber would take care of the restrooms
and it was decided that this would be included in the job descriptions, as well as in-
cluding that wording in the present agreement. Daily hosing down by Chamber personnel
and occasional inspection by the Parks crew should satisfactorily monitor the situation.
