The Parks Committee met on Thursday, September 8, 1983 at 4:05 P.M. in the
Conference Room at City Hall. In attendance were Chairman Vidal, Councilman
Francis T. O'Boyle and Parks Superintendent Pieter Drent.
Reasons for discussing future use of Lawrence Park now includes the need to
locate a place to dump fill from streets and the concern from the Parking Com-
mission about where we might put new ballfields.
Pieter reported that room potentially could be found to put nine ballfields
together, which could include an American Legion field.
After some discussion the following conclusions were reached:
1) Use low point as filling site to begin leveling land.
Z) Lack of money has prohibited extensive development.
Major issues to be addressed for extensive use include:
a. Sewer and water
b. Access - ingress and egress (bridge)
C. Leveling/grading of land
Estimate of amount of money needed to commit to development such
as an American Legion ballfield is a minimum of $150,000, accord-
ing to informal discussion with local engineer.
3) Until alternative means to finance a study and begin a program of
improvements is identified, the Parks Committee sees no alternative
but to recommend that the Council follow the University of Montana
Development Plan adopted by the Council in March, 1977.
